Any village may establish an advisory planning and zoning committee, in a manner determined by the village council or borough planning and zoning commission. Written notice shall be given to the borough manager of the establishment of an advisory planning and zoning committee, and its composition.  After notice has been received, no plan or zoning district or change thereto within a village shall be established or approved without first being referred to the advisory planning and zoning committee of the affected village for its consideration.  The borough planning commission shall also refer plans and zoning districts, and changes thereto, affecting areas in the vicinity of villages to the advisory planning and zoning committee, as appears appropriate.  (Ord. 27 §2, 1971).
