14.12.010 Fee for sewer service.

To provide the necessary funds for the maintenance, operation and expansion of the sewer system, each user of sewer service shall be charged an amount according to the schedule of rates for sewer service as adopted or amended by ordinance of the assembly.

The charge shall be placed on and collected by utility billing. (Ord. 84-16 §1, 1984).

14.12.020 Use of proceeds from collection.

The proceeds from the collection of the sewer fee shall be used for maintenance, operation and expansion of the sewer system, including but not necessarily limited to the following purposes at the discretion of the assembly as to the amounts and allocations.

A.    Payment for existing sewer maintenance and repair;

B.    Payment of debt service both as to principal and interest on bonds sold for the purpose of renewing, reconditioning or repairing existing sewer systems;

C.    Payment of debt service both as to principal and interest on bonds sold for the purpose of enlarging, expanding, relocating or in any way improving the city and borough sewer system whether new construction or rehabilitation of existing facilities;

D.    Payment for surveys, engineering services preliminary planning, legal and administrative expenses or any of the associated expenses connected with or pertaining to expansion, improvement or rehabilitation of the city and borough sewer system;

E.    Payment of any of the above purposes stated as being made for debt service of bonds may also be made directly should no bond issue be authorized. (Ord. 84-16 §2, 1984).

14.12.030 User charge fee.

User charge fees shall be updated and revised each year by ordinance and become a section of the Bristol Bay Borough budget for the upcoming fiscal year. The budget will show the anticipated revenue from the user charge fees ordinance along with expenditures anticipated. Any funds remaining after year audit will be placed in reserve for future sewer system repairs, extensions and debt payback. (Ord. 84-16 §3, 1984).

14.12.040 Hazardous, harmful and toxic waster--Prohibited--Penalties.

A.    The following shall be prohibited from entering the Naknek Sewer System:

1.    Grease, meat and fish scraps, pieces or portions shall not enter the sewer system;

2.    Petroleum products shall not enter the system;

3.    Surface drains shall not enter the sewer system;

4.    No chemical or foreign materials that could be hazardous, harmful or unhealthy shall enter the sewer system. Particle measurement to be according to EPA standards.

B.    It is the responsibility of the user to prevent any of the forementioned from entering into the sewer system. The user should report immediately to the sewer operator if any of these materials enter the sewer system on their premises.

C.    A fine not to exceed three hundred dollars and the party or parties found guilty of disposal or prohibitive materials into the sewer system will pay all costs for repair or replacement to the system. (Ord. 85-2 §§1, 2, 3, 1985).
