2.90.010 Established.
There is established a Fairbanks North Star Borough youth commission to serve as a representative body or link between the Fairbanks North Star Borough assembly to the youth of our community. This body is tasked to both listen and hear from the youth in the Fairbanks North Star Borough community and represent their voice to the Fairbanks North Star Borough assembly. 2.90.020 Membership – Terms of office.
A. The youth commission will consist of at least nine members selected by the high school administration or drafted by the youth commission. A minimum representative contingent from each school or area shall be as follows:
1. One member from an alternative educational program (including, but not limited to, home school, private school, charter school, or correspondence school);
2. One member at large that also meets criteria;
3. One member from Ben Eielson High School;
4. One member from Hutchison Career Center;
5. One member from Lathrop High School;
6. One member from Monroe Catholic High School;
7. One member from North Pole High School;
8. One member from the University of Alaska Fairbanks;
9. One member from West Valley High School.
More than one student may sit from the same school. Failure of a school or area to send a minimum representative contingent shall not keep the commission from being established or continuing in its mission.
B. Each member shall be no younger than 14 years old and no older than 20 years old at the beginning of his or her term.
C. Each member shall reside within the Fairbanks North Star Borough.
D. The members shall serve without pay.
E. In the event that a student is not able to come from one of the designated areas, other youth from any borough area may be selected at large by a vote of the youth commission quorum.
F. Term of office shall be for a minimum of one year, with a maximum of four years allowed.
G. Term of office shall run from September 1st through August 31st of the following year. (Ord. 2006-50 § 3, 2006; Ord. 2002-63 § 2, 2002)
2.90.030 Ex officio members.
One teacher or member of the administrative staff from each high school may sit as an ex officio member of the youth commission. In addition there can be up to five adult partners as selected by the youth commission members to sit as ex officio members. These teachers, administrative staff and adult partners can attend all meetings, provide support and guidance and serve as chaperones where necessary, but have no voting powers. 2.90.040 Vacancies.
A. If a vacancy on the youth commission occurs prior to the end of the member’s term, the remaining members of the youth commission elect a person who will fill the vacancy. A member leaving a youth commission seat may nominate his/her successor.
B. The youth commission may declare a member’s seat vacant when the member:
1. Resigns;
2. Is no longer a student at the institution from which he or she was selected and there is someone else from that institution that wishes to serve;
3. Misses more than two unexcused meetings or four excused regularly scheduled meetings or misses one-half of all regularly scheduled meetings of the youth commission in a six-month period; or
4. Is no longer residing in the Fairbanks North Star Borough. (Ord. 2006-50 § 5, 2006; Ord. 2002-63 § 2, 2002)
2.90.050 Organization.
The youth commission:
A. Shall select the chairperson, deputy chairperson and secretary positions;
B. May adopt rules for conduct of its meetings. Robert’s Rules of Order shall apply unless different rules are adopted;
C. May establish committees to assist the youth commission. Membership on these committees is not restricted to commission members;
D. Shall be supported by the borough staff as necessary to help achieve the goals and objectives of the youth commission. Requests for support shall be directed through the clerk’s office and the mayor’s office as appropriate. (Ord. 2006-50 § 6, 2006; Ord. 2002-63 § 2, 2002)
2.90.060 Responsibilities.
The youth commission shall:
A. Review and pursue projects that are important to the youth in the Fairbanks North Star Borough community;
B. Act as a liaison between the youth of the community, the borough administration and the Fairbanks North Star Borough assembly. (Ord. 2006-50 § 7, 2006; Ord. 2002-63 § 2, 2002)
2.90.070 Meetings.
A. The youth commission shall meet at least once monthly.
B. A quorum of the youth commission shall consist of two-thirds of its members.
C. Approval of an action of the commission shall require a majority of affirmative votes of the members present.
D. Each regularly scheduled meeting shall have an opportunity for public comments. (Ord. 2006-50 § 8, 2006; Ord. 2002-63 § 2, 2002)
