3.16.010 Definitions.
In this chapter, unless the context requires otherwise, the following definitions shall apply:
“Mobile home” means all forms of housing adaptable to motivation by a power connected thereto, or which may be propelled by a power within themselves and which are, or can be, used as a house or living abode or habitation or for business, commercial or office purposes, either temporary or permanently, and commonly called house trailers or mobile homes.
“Mobile home park” means an area, parcel or tract of land developed with facilities for locating two or more mobile homes. This term shall not be construed to mean tourist facilities for parking of travel trailers or campers. (Ord. 71-30, 1971; prior code § 69.05.670)
3.16.020 Registration of mobile homes.
On or before February 1st of each year, every owner of a mobile home, the tax situs of which is the Fairbanks North Star Borough, shall register the mobile home with the borough assessor on forms provided by the assessor. (Amended during 1993 republication; Ord. 71-30, 1971; prior code § 69.05.600)
3.16.030 Issuance and display of decals.
A. The borough assessor must issue to the owner of a mobile home a decal for each registered mobile home and within 10 days of issuance the owner of that mobile home shall cause the decal to be visibly and prominently displayed on or near the entrance of the mobile home.
B. It is unlawful for any owner to fail to register a mobile home and it is also unlawful for the owner to fail to properly display such registration decal. (Ord. 71-30, 1971; prior code § 69.05.610)
3.16.040 Transfer of decal or title.
A. It is unlawful for any person to transfer a decal from one mobile home to another.
B. Any person who sells or otherwise transfers title of a mobile home with a decal on it may leave the decal on the mobile home; however, the new owner, including dealers, must register the mobile home as required in FNSBC 3.16.020. (Ord. 71-30, 1971; prior code § 69.05.620)
3.16.050 Mobile home parks – Registration.
A. Every owner or operator of a mobile home park, or his agent, shall register with the Fairbanks North Star Borough.
B. The owner or operator of a mobile home park, or his agent, shall notify the borough assessor within five days after a space for a mobile home is rented or otherwise occupied.
C. The owner or operator of a mobile home park, or his agent, shall notify the borough assessor within 15 days after a mobile home is removed from a space and the borough assessor shall record such notice.
D. The borough assessor shall prepare and furnish notification forms for use by operators of mobile home parks. (Ord. 71-30, 1971; prior code § 69.05.630)
3.16.060 Forms and regulations.
The borough assessor shall design a decal and create appropriate registration forms and is authorized to issue regulations to implement this chapter. The borough assessor may require such information from mobile home owners as follows:
A. Owner’s name;
B. Owner’s mailing address;
C. Location of mobile home;
D. Occupant, if different from owner;
E. Manufacturer’s trade name and year;
F. Serial number;
G. Fairbanks North Star Borough registration number;
H. Lien holder;
I. Military or civilian status of owner. (Ord. 71-30, 1971; prior code § 69.05.640)
3.16.070 Penalties for violations.
A. Any owner of a mobile home who fails to register his mobile home or fails to properly display the decal as provided in this chapter is subject to a fine of not less than $50.00 nor more than $100.00 for each violation.
B. Any person transferring or allowing to be transferred a decal from one mobile home to another is subject to a fine of not less than $50.00 nor more than $100.00 for each violation.
C. Any operator or owner of a mobile home park who fails to register with the borough assessor as required in FNSBC 3.16.050 is subject to a fine of not less than $50.00 nor more than $100.00.
D. Any operator or owner of a mobile home park who fails to notify the assessor as provided in FNSBC 3.16.050(B) is subject to a fine of not less than $50.00 nor more than $100.00. (Ord. 71-30, 1971; prior code § 69.05.650)
3.16.080 Exceptions.
The provisions of this chapter shall not apply to mobile homes owned by the state of Alaska, or any subdivision thereof, or by the United States government, or any subdivision thereof, nor does this provision apply to dealers of new mobile homes which are unoccupied and held for the purpose of sale.
