1.04.040 Exemption of officials and appointed officers.

No provision of this code designating the duties of an officer or employee of the City shall be so construed as to make such person liable for any fine or penalty, unless the intention of the Council to impose such a fine or penalty for a violation is clearly expressed in the ordinance creating or establishing the duties of such officer or employee.
