2.04.090 Mayor.

A. The Mayor shall be the Chief Administrator of the City and shall represent the City at social and educational meetings of the state, borough and our sister cities. He shall preside at meetings, act as ceremonial head of the City, and sign documents on the City’s behalf upon Council authorization. He shall administer the oath of office to all new members and appointees. He shall advise the Council concerning the affairs of the City and shall give monthly reports in writing of matters of importance, making recommendations on those he feels need attention by the Council body. He shall be recognized as the official head of the City by the courts for the purpose of service of civil process upon the City and instituting any action or proceeding at law or in equity for and on behalf of the City. The Mayor has the powers conferred upon any other Councilmember. He does not have the power to veto. He shall sign all ordinances, resolutions, orders, deeds of trust, notes, deeds, mortgages, bills of sale, contracts, obligations and other papers for the City in accordance with Council policy. He may hire administrative assistants or helpers, on Council approval. He will cooperate with and assist the Deputy Mayor in his duties when requested to do so. He will promote good will and decorum at all gatherings and meetings called by the Council. He shall perform such other duties as are relative to the above-named duties, or as may be required of him by law. The Mayor shall not absent himself from the City, nor from his duties, for a greater period than 15 days without notifying, in writing, the Deputy Mayor and the Council. The Mayor shall endeavor to set aside one evening each week, and designate such as a time when City residents may feel free to phone or call upon him for the purpose of discussion of City business. At such time residents may submit to the Mayor suggestions for items to be included on the agenda of the next meeting, etc.

B. Administrative Duties. As Chief Administrator the Mayor shall:

1. Appoint, suspend or remove City employees and administrative officials as provided in the City’s personnel ordinances;

2. Supervise the enforcement of City law and carry out the directives of the Council;

3. Prepare and submit an annual budget and capital improvement program for consideration by the Council, and execute the budget and capital improvement program adopted;

4. Make monthly financial reports and other reports on City finances and operations as required by the Council;

5. Exercise custody over all real and personal property of the City;

6. Serve as personnel officer, unless the Council authorizes the Mayor to appoint a personnel officer; and

7. Perform such other duties, as required by law or ordinance or lawfully prescribed by the Council;

8. The Mayor shall receive a monthly compensation provided he is present and working for the City at least 100 hours per month. The amount not to exceed $400.00 per month shall be set by resolution of the Council. The Mayor will be required to provide to the Council a monthly report showing proof of hours worked on request. The Mayor will not receive the stipend for attending the City Council or Matanuska-Susitna Borough Assembly meetings. (Ord. 74-A-2 § 2.4(1), 1975; Ord. 97-06, 1997; 04-13 § 2, 2004)
