2.04.110 Body of the Council.
A. The Council may combine any two appointive or administrative offices except Mayor and Deputy Mayor.
B. All appointments and promotions of officials and employees shall be on the basis of merit. The Council shall adopt by ordinance a policies and procedures manual which shall include a personnel system. The policies and procedures manual may be amended by resolution of the Council. All officials and employees have the right to be present at any meeting relating to their duties, disciplinary action or nomination. Any file kept on such persons must be made available for their inspection when requested.
C. The Mayor, or any other Councilmember, is without power to direct the actions of the City employees contrary to the lawfully expressed will of the Council, which has the superior authority.
