2.04.150 Order of business.

A. The Council meeting shall be conducted under a modified version of Robert’s Rules of Order. The parliamentary procedures to be used shall be given to each Councilmember, who will familiarize himself with the same in order to get meeting business done in an orderly and pleasant manner, to protect the rights of the individuals as well as the majority, the minority, the absent, and the rights of all these together. Copies of AS Title 29, and copies of ordinances relative to procedures, administration, and general provisions will be given to each Councilmember, who will familiarize himself with the same.

B. The Mayor/Council shall work with an agenda and a calendar of events. Members wishing to put items on the agenda must notify the Clerk, or the Mayor, by 10 days prior to the scheduled meeting, for them to be placed on the agenda (see HMC 2.44.040(B)). Drafts of all supporting information must be submitted eight days prior with each agenda item. The Mayor or Clerk has no power over any other Councilmember to keep any item off the agenda providing proper supporting documents are supplied, if necessary. The Council shall have the right to vote on all agenda items other Councilmembers deem important to bring forward. If this deadline has been missed, before the meeting is called to order a member may request of the Council that such item be considered during the “approval of the agenda” section of the meeting after the motion to approve has been seconded. The request shall be granted after a majority vote of the Council. If motion fails, the matter must wait until the next regular meeting, or a special meeting can be called in the prescribed manner.

C. Special courtesies and consideration will be given to visiting dignitaries and officials. Parliamentary procedure may be suspended, and the persons allowed to speak to the group early in the agenda, if this seems practical.
