2.14.010 Appointment.
The procedures outlined throughout this section shall be applicable to both the City Clerk and the Treasurer positions.
A. Dated notices of vacancy in either of the positions shall be posted within the community on designated bulletin boards, online on the City website, through State of Alaska Job Service and in the classified section of at least one newspaper serving the area. The notice of vacancy shall include the following information:
1. The position requires a complete background check prior to final appointment;
2. The position requires bonding upon appointment;
3. Applicant is qualified to become, or is, a notary public;
4. The cost of both general and notary bonding and all background checks shall be paid by the City.
5. All applications must be hand delivered or mailed in a sealed envelope marked “confidential” and including the desired position on the outside of the envelope. The City shall accept applications for a time period no less than four weeks and the deadline shall be specified on the notice.
B. Upon completion of the designated application period, all sealed envelopes shall be given to the assembled Human Resources Committee for initial screening and evaluation.
C. The Human Resources Committee shall narrow the list of qualified applicants to no less than two and no more than three final applicants. During a review period of not less than three, and not more than 10, business days, the committee shall submit the final applicants to full reference and background checks.
D. The list of final applicants shall be transmitted to the Mayor or Clerk who shall then notify those applicants and schedule interviews with the City Council as a whole, in special meetings at intervals of 30 minutes. Copies of applicant applications will be provided to the Council for review at least 48 hours prior to the scheduled meetings.
E. The interviews will be conducted individually at scheduled times at a special meeting. No candidates will be allowed to attend another candidate’s interview process. Deliberations of the Council will follow interviews and shall be conducted in executive session.
F. Upon completion of Council deliberations, the executive session shall close and a vote shall be taken by write-in paper ballot in the public forum. The results shall be read into the record. If one candidate receives at least four votes, the process is complete. If no candidate receives at least four votes, the candidate receiving the least votes shall be disqualified and the process shall be repeated until a candidate receives four votes.
