2.28.010 Administration.

There is created a Parks and Recreation Department. The City Council may name a panel of not less than three persons, from its ranks or otherwise, to administer the regulations and plans for recreation within the City and its jurisdiction. The panel shall be called the Recreation Committee. The panel shall serve at the pleasure of the City Council as volunteers until such time as funds are available and appropriated for salaries.
