2.44.040 Council meeting preparation.
A. The City Clerk/Treasurer prepares for Council meetings by giving notice of the meeting, preparing the agenda and supplying Councilmembers with necessary materials for Council meeting activities. Public notice is given in accordance with AS Title 29 and Article I of this chapter.
B. Councilmembers must deliver agenda items to the City Clerk/Treasurer on the Friday before the next meeting for inclusion in the agenda. If a subject is not to be addressed by the Council because of objection from a member, the Clerk/Treasurer gives notice of a special meeting on the subject or holds it for the next agenda. Councilmembers pick up Council packets the Wednesday afternoon prior to a Council meeting.
C. The City Council meets monthly on the second Thursday of the month at Houston City Hall.
D. The City Council may conduct business with four or more members present. The Council follows Robert’s Rules of Order. The Council may meet in executive session as permitted by law, but all votes taken by the Council are to be taken publicly.
E. All Council meetings will be held in compliance with AS Title 44 governing open meetings.
F. The Mayor presides over Council meetings, and the Deputy Mayor presides in his absence.
G. The minutes are taped for permanent retention, except work sessions which are informal. (Ord. 96-04, 1996; Ord. 99-01, 1999)
