11.08.010 General application.

11.08.020 Residential service – Schedule A. Revised 4/23 Revised 4/24

Electric Schedule A, residential service, shall be as follows:

(a)    Availability. This service is available throughout the area served by the utility, and covers energy supplied for residence purposes in individual private dwellings or apartments subject to the established rules of the utility. This rate shall not apply to commercial establishments, schools, governmental agencies, institutions, roominghouses, office or studio space, or like uses. Churches, at the option of the utility, may be classified under this schedule. Single-phase motors, not to exceed five horsepower, may be connected and served at this rate if used for residential purposes. All of the electrical appliances to be served under this rate are subject to approval of the utility.

(b)    Character of Service. Energy delivered under Schedule A shall be single-phase, 60-cycle AC, at nominal 120/240 volts or at the discretion of KPU 208Y/120 volts.

(c)    Rates. The rates for Schedule A are:

(1)    Monthly customer service charge: $7.95.

(2)    Per kWh charge: $0.1196.

(d)    Service Connect Charge. The service connection charge is $94.10 per customer.

(e)    General Provisions. The electric energy for common facilities, such as furnaces, heating plants, laundry rooms, etc., for not more than two individual (single-family) residences or apartments in one building may be supplied through the meter serving one of the individual residences under this schedule. If multiple residences or shared facilities (i.e., furnaces, laundry rooms, etc.) of multiple residences are served through a single meter, the person(s) identified in KPU’s records as the customer for that meter will be responsible for all charges, rate payments, or other costs and will be the only person(s) given notice by KPU of late payments, disconnections, or other matters relating to electric power provided through that meter. No other person will have any claim against KPU.

11.08.030 Harbor service – Schedule B. Revised 4/23 Revised 4/24

Electric Schedule B, harbor service, shall be as follows:

(a)    Availability. This schedule applies to service to boats moored at public or private floats where electric service is available.

(b)    Character of Service. Energy delivered under this schedule shall be single-phase, 60-cycle AC, at nominal 120/240 volts.

(c)    Rates. The rates for Schedule B are:

(1)    Monthly customer service charge: $14.70.

(2)    Per kWh charge: $0.1196.

(d)    Service Connect Charge. The service connection charge is $94.10 per customer.

(e)    Service Disconnect Charge. The service disconnection charge is $39.40 per customer except for customers relinquishing boat stalls.

(f)    General Provisions.

(1)    All boat service shall be metered.

(2)    Metered service shall be limited to one boat per meter, except where the customer owns more than one boat, in which case two boats may be serviced by one meter.

(3)    Unless otherwise approved by KPU, there shall be a maximum of 20-amp fusing on each 120-volt conductor.

(4)    Maximum connected load per boat per 120-volt conductor shall be 2,000 watts.

(5)    Connection to float outlets must be made with an approved insulated No. 10/3 conductor cord for 30 amp services and No. 6/4 conductor cord for 50 amp 208 volt services. Such cords are subject to the inspection and approval of the utility representatives.

(6)    Electric service facilities for visiting yachts, or boats moored at club floats, or short-time moorage facilities at public floats, or moorage on other than a monthly basis, may be installed, and charges therefor set forth by written agreement between managers of such moorages and the utility, provided the rate per kWh is not less than the rate set forth in this schedule. The utility, at its option, may waive the service connect charge, minimum charge, deposits and subsections (f)(1) and (2) of this section for any such installation.

(7)    The cost of repairs to any electric facility, H-frame structure, conduit, service outlet or other utility-owned property which is damaged by any boat or person shall be charged to that boat or person by the utility. 11.08.040 Commercial general service – Schedule C. Revised 4/23 Revised 4/24

Electric Schedule C, commercial general service, shall be as follows:

(a)    Availability. This schedule is available throughout the area served by the utility with three-phase distribution lines. This service covers energy supplied to commercial establishments, schools, churches, governmental agencies, institutions, roominghouses, office or studio space, or like uses.

(b)    Character of Service. Energy delivered under this schedule shall be single-phase or three-phase, 60-cycle AC, at nominal voltage of 120/240, 120/208, or 7,200/12,470 volts. Voltages of 240/480 or 277/480 must be negotiated and approved by the utility.

(c)    Rates. The rates for Schedule C are:

(1)    Monthly Customer Service Charge. All customers will pay a customer charge of $45.20 per month in April through September. No customer charge will be assessed in October through March.

(2)    Per kWh charge: $0.1120.

(3)    Demand charge per kW of maximum demand per month: $3.63 in excess of 25 kW.

(d)    Service Connect Charge. The service connection charge shall be the actual cost to the utility with a minimum charge of $94.10.

(e)    Discount. The consumer is entitled to a discount of five percent if service is supplied at primary voltage of 7,200/12,470 volts if available, and if the customer furnishes the transformer(s) and the primary metering equipment, with the exception of the watt-hour meter. At the discretion of KPU, transformer compensated metering may be applied in lieu of the five percent discount.

(f)    Determination of Demand. The demand, when determined by a demand meter, shall be the average kilowatt delivery of an interval in which the utilization of electrical energy is greater than in any other interval in that month. The demand measuring interval may be 15 or five minutes at the option of the utility. The demand is to be expressed in kilowatts to the nearest kilowatt.

(g)    Public pay telephones will be subject to a fee to provide electrical lighting in telephone booths. The rate for public access line lighting is $40.67 and is based on an average of 340 kW hours per year. The fee will be assessed to payphone providers at time of installation and thereafter on an annual basis in January for each year. In addition, public payphone providers shall pay all charges for maintenance, repair, replacement of lighting and other electrical maintenance for the payphone booth. 11.08.050 Industrial service – Schedule D. Revised 4/23 Revised 4/24

Electric Schedule D, industrial power service, shall be available to all occupancies in which products are manufactured or in which processing, assembling, mixing, packaging, finishing, decorating, or repair operations are conducted as per NFPA 101:3.3.134.8. Industrial occupancies may include, but not be limited to, the following: dry cleaning plants, all kinds of factories, food processing plants, gas plants, hangars (for servicing/maintenance), laundries, power plants, refineries, sawmills, and telephone exchanges.

(a)    Availability. The schedule is available throughout the area served by the utility wherever system facilities are adequate. This service covers energy supplied for industrial power of minimum demand of 100 average kilowatts and over. It is the responsibility of the customer alone to request a review of their rate schedule to determine eligibility. KPU shall not be responsible for a customer paying at a rate different than that which they are eligible. Requests for changing rate classification must be made in writing. Only one request per account will be allowed per year.

(b)    Character of Service. Energy delivered under this schedule shall be single-phase or three-phase, 60-cycle AC, at nominal voltage of 120/240, 208Y/120, 480Y/277, 7,200/12,470, 34,500 three-wire Delta volts.

(c)    Rates. The rates for Schedule D are:

(1)    Monthly customer service charge: $66.60.

(2)    Per kWh charge: $0.1038.

(3)    Demand charge per kW of maximum demand per month: $3.63 in excess of 25 kW.

(d)    Service Connect Charge. The service connection charge shall be the actual cost to the utility with a minimum charge of $94.10.

(e)    Discount. The consumer is entitled to a discount of five percent if service is supplied at primary voltage of 7,200/12,470 volts if available and if the customer furnishes the transformer(s) and the primary metering equipment, with the exception of the watt-hour meter. At the discretion of KPU, transformer compensated metering may be applied in lieu of the five percent discount.

(f)    Determination of Demand. The demand, when determined by a demand meter, shall be the average kilowatt-hour delivery of an interval in which the utilization of electrical energy is greater than in any other interval in that month. The demand measuring interval may be 30, 15 or five minutes at the option of the utility. The demand is to be expressed in kilowatts to the nearest kilowatt. 11.08.070 Street or yard lighting service – Schedule F. Revised 4/23 Revised 4/24

Electric Schedule F, street or yard lighting service, shall be as follows:

(a)    Availability. This schedule is available throughout the area served by the utility for lighting service from dusk to dawn for public or private use.

(b)    General Provisions.

(1)    Lighting fixtures to be furnished under this rate shall be installed, if possible, on existing poles, using materials furnished by the utilities. Where additional poles are required, the actual cost thereof shall be paid by the customer.

(2)    Street and area lighting service shall normally be available from dusk to dawn. In the event the city council determines that such would be in the best interest of the utility, its customers and the community, other than dusk to dawn rates may be established by the city council using the following criteria to develop cost based rates for such special cases based on either one of the following:

(A)    The energy and material costs incident to the rate shall be prorated by the utility in accordance with the anticipated time that street or area lighting will be required. Using this proration, a flat rate billing shall be established and a bill rendered on a monthly basis; or

(B)    Actual kilowatt hour consumption shall be metered by permanently established energy metering where the nature of such lighting permits. Meter readings shall be taken monthly and bills rendered on the basis of cost of service for that particular application.

(3)    This schedule is available upon execution of a contract, with a term of not less than two years.

(c)    Rates. The rates for Schedule F are:

(d)    Discount. There is no discount. 11.08.090 Pole contact – Schedule H.

Electric Schedule H, pole contact, shall be as follows:

(a)    Application. This schedule is applicable throughout the area served by the utility.

(b)    Rate. The rate for Schedule H shall be the annual rental rate as set forth in each individually negotiated pole contract. (Ord. 1126 § 1, 1988; Ord. 1054 § 2, 1985)

11.08.100 Diesel energy surcharge – Schedule I.

In addition to the charges and rates specified in this chapter there shall be a diesel energy surcharge applied to the kilowatt hour sales of electrical energy when the actual cost of fuel required for standby diesel power and minor maintenance for the preceding six months is more than one-half of the annual amount budgeted for such fuel in the current year and the additional cost cannot be recovered within six months through the rate schedules set forth in this chapter. The additional cost in excess of one-half of the amount budgeted for fuel for standby diesel power and minor maintenance shall be recovered over a six-month period. The diesel energy surcharge shall be applied to all schedule kilowatt hour sales except for street and yard lighting sales. The diesel energy surcharge shall also include any adjustments required for over or under billing. Other adjustments may be specifically directed in terms of amount and duration by a motion of the city council for the purpose of securing adequate funds to perform such major maintenance of the diesel generators as is not normally foreseen but may be needed from time to time. 11.08.110 Swan Lake charge – Schedule J.

Electric Schedule J, Swan Lake charge, shall be as follows:

The Swan Lake charge may, at the discretion of the city council, apply to all kWh sales of electrical energy for all classes of electrical service, and will be in addition to the electric service rates that are shown under each individual electric rate schedule. The kWh charge to be billed for each month shall be the ratio of the estimated total cost to the city for Swan Lake power purchased during the current month to the estimated total kWh sales of electrical energy for the current month, plus any adjustments for over or under billings for preceding months. 11.08.112 Tax addition.

All rates provided for in this chapter shall be subject to proportional increase to compensate for, and to recover any gross revenue, kilowatt-hour, or other form of tax imposed by any municipal, state, or federal taxing authority or for any in-lieu-of-tax payment made by the utility.
