STREETS AND SIDEWALKS GENERALLY

12.04.010 Limited access streets—Designated.

That portion of Hazelet Avenue from Robe River Drive south to the intersection of Pioneer Drive, and that portion of Meals Avenue from Robe River Drive south to Pioneer Drive, are each declared to be limited access thoroughfares. (Prior code § 23-1)

12.04.020 Limited access streets—Construction, maintenance or use of access facilities prohibited—Exception.

No person shall construct, maintain or use any access to either Hazelet Avenue or Meals Avenue from Robe River Drive south to the intersection of such avenues with Pioneer Drive, other than the duly dedicated streets intersecting or abutting such Meals Avenue and Hazelet Avenue between Robe River Drive and Pioneer Drive or directly across from a duly dedicated street. 12.04.030 Highways or driveways serving more than one parcel of land.

A.    No person shall construct or permit to be constructed within the city any highway or driveway arranged or planned to serve more than one parcel of land used for residential purposes, unless a permit shall first be obtained from the city engineer.

B.    No such permit shall be issued until the plans and specifications for such highway or driveway shall be approved by the city engineer as to specifications, and by the planning commission as to location, width and general plan. (Prior code § 23-3)

12.04.040 Vehicular traffic prohibited on walkways in Central Park.

Vehicular traffic shall be prohibited upon the pedestrian walkways of the Valdez Central Park area. (Prior code § 23-4)

12.04.050 Snow removal from private property.

Snow from residential properties shall not be placed on any public street, sidewalk, or right-of-way by any contractor or other individual, corporation, partnership, or association who receives any form of compensation for moving such snow. Snow removed by such individuals must be taken to the nearest authorized city snow storage lot in conformance with subsection D of this section.

Property owners or occupants of residential property from which snow is removed may place snow from said residential property onto a public street, sidewalk, or right-of-way as follows:

A.    Snow must be placed as close to the sides of any roadway as practical and may not be placed in any manner that would inhibit the passage of vehicular traffic.

B.    Snow placed on any public street, sidewalk, or right-of-way from residential property is limited to only snow from driveways and walkways to the primary structures, which may include incidental roof snow that may shed to such driveways or walkways.

C.    Snow other than that described in subsection B of this section must be stored on the residential property or may be removed to the nearest authorized city snow storage lot.

D.    Snow deposited at an authorized city snow storage lot will be placed as close to any existing snow pile as practical and will not be placed in any manner that would interfere with access to the back of the lot or an existing snow pile. (Ord. 10-01 § 1: prior code § 23-6)
