There is established in accordance with Title 29 Alaska Statutes and the Wasilla Municipal Code the department of museum and recreation services. (Prior code § 2.58.005)
2.40.020 Divisions.
Within the city of Wasilla department of history, culture and recreation there will be a division of museum services and a division of parks and recreation services. (Prior code § 2.58.010)
2.40.030 Appointment.
The director of the department of museum and recreation services shall be appointed by the mayor and serve at the pleasure of the mayor in accordance with the Wasilla Personnel Code. The mayor will consider the advice and recommendation of both the Wasilla-Knik-Willow Creek historical society and the city of Wasilla parks and recreation commission on the appointment of the director. Appointment shall be based on the professional qualifications of the appointee pursuant to the Wasilla Personnel Code. (Prior code § 2.58.015)
2.40.040 Mission.
A. The department mission is:
1. To enhance the quality of life for residents and visitors by providing cultural, educational, recreational activities and programs;
2. To develop, maintain, operate and facilitate scheduling of cultural and recreation facilities, parks and trails, the Dorothy G. Page Museum and Visitors Center, and the Old Wasilla Town Site Park;
3. To develop annual budgets and the necessary planning for ongoing comprehensive program maintenance, improvement and future growth.
B. The museum services division mission is:
1. To collect, preserve, maintain inventory/accession records, exhibit and interpret materials illustrating the history, arts and cultures of the greater Wasilla area including, but not limited to the Knik, Willow Creek, and Hatchers Pass areas;
2. To maintain an active exhibition program. Through its facilities, collections and varied participatory activities provide an important cultural center for Wasilla;
3. To maintain the Dorothy G. Page Museum and the Old Wasilla Town Site Historical Park;
4. To provide a comprehensive Visitors Information Center for visitors and residents alike. Through the creation and distribution of promotional materials and participation in joint marketing efforts support tourism development;
5. To provide support for the necessary planning for future facilities and program needs.
C. The division of parks and recreation services mission is:
1. To provide well maintained parks, bike paths, trails and facilities for public use that provide recreational and aesthetic benefits of open space in a clean and sanitary surrounding where activity programs may be developed in keeping with the surroundings;
2. To insure comprehensive and diverse recreation programs and activities are available to the community;
3. To provide installation and maintenance of city-mandated beautification projects. To provide planning support for future recreation programming and facilities development and maintenance;
4. To provide maintenance for the city cemetery. (Prior code § 2.58.020)
2.40.050 Department/division advisory committees.
A. The Wasilla-Knik-Willow Creek historical society will be considered a voluntary resource for expertise, support and advice to the mayor, city council, and thereby the department director for all matters pertaining to the museum services division.
B. The city of Wasilla parks and recreation commission will act in an advisory capacity to the mayor, and Wasilla city council, and thereby the department director as outlined in Chapter 2.64. (Prior code § 2.58.025)
2.40.060 Authorization.
The city shall assume all powers not specifically prohibited by State and Borough Statutes, relative to parks and recreation, historic and cultural preservation. (Prior code § 2.58.030)
