12.08.010 Street types.
The systematic designation for street types within the city is as follows:
A. Streets running north-south shall be designated as streets.
B. Streets running east-west shall be designated as avenues.
C. Streets which proceed in a curvilinear manner to an intersection with the same street from which it began shall be designated as loops.
D. Streets which dead end or have permanent cul-de-sacs shall be designated as circles.
E. Streets which meander from a true north-south or east-west direction shall be designated as shown in Figure 1 set out at the end of this chapter.
F. Streets with temporary cul-de-sacs shall use the above designations as applicable. (Prior code § 17.01.010)
12.08.020 Street names.
A. Streets in new subdivisions within the city are being annexed to the city that are continuations of existing streets shall use the existing street names.
B. Duplication of street names existing within the Matanuska-Susitna Borough is prohibited. (Prior code § 17.01.012)
12.08.030 Street name changes.
A. The city recognizes the power of the Matanuska-Susitna Borough through their platting power to originate street names in subdivisions created inside the city limits.
B. The owners of a majority of the number of lots adjacent to a street may petition the council to change the street name, or the council may change a street name on its own initiative. A proposed name change must meet the requirements of this chapter. If the council initiates a name change or a petition to change a street name is received which meets the requirements of this chapter, it shall be referred to the planning commission by motion requesting the commission to hold a public hearing before the commission on the proposed change. Notice of the proposed change shall be given as required for ordinances in Chapter 2.08. The planning commission shall then submit by resolution a recommendation back to the council. The council may adopt the name change by resolution, effective no sooner than thirty (30) days after the publication date notice as required in subsection F of this section.
C. The mayor or his or her designee may change a street name after notice as required by Subsection F of this section if:
1. The street name duplicates or is substantially similar to another existing street name;
2. The street alignment or classification is changed by new construction;
3. The actual use of a road does not conform to the designation contained in Section 12.08.010 which was previously assigned to the road;
4. The classification of the road conflicts with the addressing system of the city;
5. The continuity of an existing road name is interrupted;
6. The use of “east,” “west,” “north” and “south” conflicts with the addressing system used by the city; or
7. The present name violates the provisions of this chapter.
D. Before streets are renamed, the new name shall comply with Section 12.08.010 and shall be submitted to the Matanuska-Susitna Borough for a letter of no conflict with an existing name.
E. Notice shall be given the Matanuska-Susitna Borough of any street name changes so that proper corrections can be made on borough maps.
F. Notice of a street name change approved in subsection B or C of this section shall be given at least thirty (30) days before the change is effective. Notice shall be published in a newspaper in general circulation in the city. The notice shall state the proposed effective date for the change. If a change made by the mayor receives objections within thirty (30) days which cannot be administratively resolved, the proposed change shall be referred to the planning commission for public notice, hearing and referral to council as in subsection B of this section. 12.08.040 Compliance required.
The numbering of all buildings and/or houses fronting upon the public streets, avenues and thoroughfares within the city shall be in conformity with the regulations as set forth in this chapter. (Prior code § 17.01.015)
12.08.050 Uniform grid system.
Street addresses within the city shall be assigned in accordance with a standard grid system, whereby the following rules apply:
A. The grid system shall be based upon equidistant perpendicular and parallel lines, with Parks Highway designated as the east-west axis and Lucille Street designated as the north-south axis.
B. No more than one hundred (100) addresses shall be assigned per each standard three hundred fifty (350) foot block interval of street frontage.
C. All official addresses shall be indicated on the Addressing Base Maps located in the public works department of the city. (Prior code § 17.01.020)
12.08.060 Standard street numbering.
A. All numbers will “increase” heading outward from the intersection of Parks Highway and Lucille Street.
B. The north and east sides of perpendicular and parallel streets shall be assigned odd numbers and the south and west sides assigned even numbers. (Prior code § 17.01.025)
12.08.070 Numbering of nonstandard streets.
A. Diagonal Streets. Addresses on a diagonal street shall be assigned on the north-south or east-west axis according to the predominant direction of the street from the grid base line. A perfect diagonal street shall be arbitrarily assigned on either axis.
B. Curvilinear Streets. Numbers on curvilinear street shall be assigned from the axis that is most nearly at a right angle to the predominant direction of the thoroughfare.
C. Cul-de-sacs/Circles. Numbers shall be assigned odd or even on either side of an imaginary line bisecting the cul-de-sac/circle.
D. Loops. Addresses shall be assigned on the north-south or east-west axis, according to the predominant direction from the grid base line. (Prior code § 17.01.030)
12.08.080 Numbering by building types.
A. Buildings shall be addressed off the street the main front entrance faces, with the following exceptions:
1. A building shall be assigned an address off the street if access from the building front does not face, or is not in close proximity to a dedicated right-of-way.
2. Corner Lot Buildings. Corner lots having dual entrances shall be assigned an address based upon the general site layout.
B. Unless otherwise stated in these regulations, all buildings or groups of buildings or dwelling units, containing more than one business or dwelling unit shall be assigned a single address per building. Each property owner shall be responsible for assigning individual address suffixes (alphabetical or alpha-numeric unit numbers) to the business establishments or dwelling units within the building.
C. Residential Buildings.
1. Single-family dwellings shall be assigned one address number.
2. Duplexes, condominiums, townhouses and multifamily dwellings shall be assigned one number per building unless each dwelling unit in the building has a separate outside, street-level entrance fronting on the street, in which case the dwelling units may be assigned individual addresses.
3. Mobilehome parks: each space within a mobile home park shall be assigned a single address.
D. Business/Industrial Buildings.
1. Buildings adjoining each other and having separate entrances facing the street shall be assigned an individual address per building.
2. Individual buildings containing more than one outside entrance facing the street may be assigned one address per entrance at the discretion of the public works department, in the following situations:
a. The entrance serves a single business which cannot be accessed from the other businesses or other street fronting entrances in the building;
b. The entrance serves several suites of businesses which cannot be accessed from other street-fronting entrances in the building.
3. Auxiliary buildings or commercial and industrial facilities shall not be assigned a separate address, but the main building (where mail is received and business is transacted) would receive a building number.
4. Business Parks. Individual buildings in a business park shall be assigned separate addresses for each business located within that building provided that each business has a separate, unique outside entrance.
5. Shopping Centers/Malls. Detached shopping center/malls situated on the same property and having internal access to all businesses shall be assigned a single number.
6. Business Condominiums. Shall be assigned a single address per building. (Prior code § 17.01.035)
12.08.090 Posting of assigned street addresses.
Premise Identification.
A. It is the responsibility of property owners to affix approved numbers on all their buildings in such a position as to be plainly visible and legible from the street fronting or orienting the property. The numbers shall contrast with their background.
B. The figures on the numbers shall be not less than four inches in height.
C. On a corner lot, the business or dwelling number shall face the street named in the address.
D. Businesses or dwellings situated a considerable distance from their street frontage or obscured by trees, shrubs, etc., shall have the structure number posted on a plainly visible manmade or natural feature within at least fifty (50) feet of the street named in the address. 12.08.100 Address changes.
An assigned address may be changed by the public works department if unusual circumstances warrant such a change. Situations which may contribute toward the determination that a change is needed include:
A. Street designation has been changed;
B. Duplicate street names exist;
C. Street alignment has been changed;
D. Principal entrance does not face the street named in the address. (Prior code § 17.01.045)
12.08.110 Duties of public works department.
It shall be the duty of the designated city official of the public works department of the city, in pursuance of the foregoing sections, to establish and assign all building and house numbers on the streets, avenues and thoroughfares of the city, and in so doing she or he shall keep in view the necessity of having the numbering in general as nearly uniform as possible. She or he shall furnish each owner or occupant of a building or house, or such a person as may be employed in numbering the houses or buildings, with the necessary information as to the number designated for such house or building. 12.08.120 Enforcement.
Any violation of this chapter may be remedied in the manner provided by Chapter 1.20. (Prior code § 17.01.055)
