2.22.010 Established.
There is established the department of public works. [Ord. 154 § 1, 1985.]
2.22.020 Functions.
The functions of the department of public works shall include:
A. Maintenance, repair and upkeep of buildings for which the city is responsible, including minor construction;
B. Custodial services for the city office building, community centers and other buildings and structures for which the city is responsible;
C. Operation of cleanup service and trash collection for city property and buildings for which the city is responsible;
D. Maintenance of city rolling equipment;
E. Miscellaneous field work such as erecting signs for sanitary fills, field-checking complaints;
F. City utility construction, operation, maintenance and service;
G. Coordinating with the planning department and other city departments as necessary; the design of public works projects, including the preparation of plans, maps and specifications and the review of such engineering work performed by professional consultants to the city. Reviewing plans and specifications drawn up by architectural and engineering consultants to the city, suggesting changes, and advising the city manager and council on building and grounds designs;
H. Inspection of public works construction to assure compliance with designs and specifications;
I. Estimating cost of public works projects and related operations;
J. Supervision of contractors performing sanitary fill, grounds excavation and other work for the city;
K. Inspection of roads and other facility construction required in connection with subdivisions;
L. Review of proposed subdivision improvement plans with the planning department to assure compliance with city ordinances and regulations;
M. Such other related functions and duties as may be assigned by the city manager. [Ord. 154 § 1, 1985.]
2.22.030 Supervision.
A. The department of public works shall be headed by the public works director. The public works director shall be appointed by, report to and be supervised by the city manager and may be removed by the city manager, but is entitled to all rights and privileges as other employees under the city’s personnel rules and procedures. The position of public works director is a professional and confidential position wholly exempt from the classified services.
B. The public works director shall hire and supervise the department employees and manage the department subject to the city manager’s authorization and consent. [Ord. 96-14 § 6; Ord. 154 § 1, 1985.]
