All borough records shall be and remain the property of the borough and may not be removed, destroyed or disposed of, except as provided in this chapter. They shall be delivered by outgoing officials and employees to their successors and shall be preserved, stored, transferred, and otherwise managed, only in accordance with the provisions of this chapter or as otherwise provided for by law.
