(a) A majority of the total membership of the board constitutes a quorum. In the absence of a quorum, no hearing or decision may be made; however, any number less than a quorum may recess or adjourn the meeting to a later date.

(b) The affirmative vote of a majority of the members voting at a meeting at which a quorum is present is required to modify or change an assessment. In the absence of an affirmative vote on a motion to modify, change or affirm an assessment, the assessment as determined by the assessor shall be deemed upheld. [Ord. No. 558, §20, 2-18-86; Ord.
