The manager may appoint a borough employee as an ex officio member for the purpose of acting as secretary or to furnish technical advice and information if not provided for in the specific provisions pertaining to the board, committee, or commission. An ex officio member is not entitled to vote on any question nor is an ex officio member a member for the purpose of establishing a quorum.
