Seven members of the board shall be residents and qualified voters of the borough and shall have an interest and a wide range of experience in engineering, architecture, building, plumbing, roofing, electrical installation, and other related fields involving the building business. The manager, assembly member representative, school district superintendent, or their designees, and a school board representative shall be nonvoting ex officio members of the board and may participate in all discussions.
