2.50.010 Borough clerk.

The clerk shall be appointed by the assembly and serves at its pleasure. [Ord. FY2010-02 §3, 2009; Ord. 82-12-O, 1982. Formerly §2.21.010].

2.50.020 Duties.

The following are some of the duties performed by the clerk according to this chapter and AS 29.20.380:

A. Give notice of the time and place of meetings;

B. Attend regular and special meetings of the assembly and record and maintain the minutes of these meetings;

C. Arrange publication of notices and all other items in accordance with this code and state statutes;

D. Ensure proper management of municipal records as provided in Chapter 2.40 KIBC;

E. Attest deeds, the mayor’s signature and the manager’s signature on all contracts to which the borough is a party, and other documents as needed. For purposes of this section, “contract” shall mean any contract, agreement, memorandum of understanding, or letter of intent which sets out the rights, duties, and obligations of the parties thereto;

F. Administer borough elections and have full responsibility for all phases of borough elections up to and including preparation of the final results to be submitted to the assembly for election certification; and

G. Perform other duties as specified in other sections of this code and AS Title 29 or as prescribed by the assembly. [Ord. FY2010-02 §3, 2009; Ord. 90-27 §2, 1990; Ord. 82-12-O, 1982. Formerly §2.21.020].

2.50.030 Deputy clerk – Appointment.

There is established the position of deputy clerk in the legislative service. The clerk is authorized to appoint the deputy clerk who shall be confirmed by the assembly. [Ord. 93-15 §2, 1993; repealed and reenacted by Ord. 91-02 §2, 1991; Ord. 85-26-O §2, 1985. Formerly §2.21.030].

2.50.040 Deputy clerk – Duties.

The deputy clerk shall assume the powers and duties of the clerk only in the absence of the clerk from the office, or by written direction from the clerk to exercise particular powers and duties, or when the assembly determines by resolution that the clerk is unable to perform the duties of the office. The deputy clerk shall perform other functions and duties related to the legislative process under the supervision and direction of the clerk.
