2-24-001-0001 CREATION OF COMMITTEE

A Flagstaff Citizens’ Transportation Tax Commission is hereby created to serve as an ad hoc, temporary advisory board to make recommendations to Council with respect to the possible renewal of the transportation tax at the November 2018 general election, or with respect to any other recommended tax rate to fund public transportation projects. 2-24-001-0002 MEMBERS AND OFFICERS

A.    The Flagstaff Citizens’ Transportation Tax Commission shall have no more than fifteen (15) voting members; fourteen (14) members appointed by the City Council and one (1) at-large representative from the Transportation Commission. All members shall reside within the Flagstaff City limits. The Commission shall, during its first meeting, elect a chairperson and a vice-chairperson who shall serve for the duration of the Commission’s tenure.

B.    The following subject matter experts are considered to be invaluable to the commission; therefore, the following, or their designee, will be participants of the commission:

1.    City Manager;

2.    City Attorney;

3.    City Engineer;

4.    City Community Development Director;

5.    City Finance Director or Budget Manager;

6.    Flagstaff Metropolitan Planning Organization;

7.    Northern Arizona Intergovernmental Public Transportation Authority;

8.    Arizona Department of Transportation;

9.    Flagstaff Unified School District;

10.    Coconino County;

11.    Northern Arizona University. (Ord. 2017-25, Enacted, 07/05/2017)

2-24-001-0003 ELIGIBILITY

Any resident of the City of Flagstaff shall be eligible for appointment by the City Council to the Committee and shall serve at the pleasure of the City Council and without compensation. (Ord. 2017-25, Enacted, 07/05/2017)

2-24-001-0004 TENURE

The Commission shall cease to exist following the delivery of final recommendations to the City Council no later than March 31, 2018. (Ord. 2017-25, Enacted, 07/05/2017)

2-24-001-0005 DUTIES

A.    The Flagstaff Citizens’ Transportation Tax Commission shall:

1.    Meet with City staff and relevant boards or commissions to review and discuss transportation issues and/or the Regional Transportation Plan and other transportation related policy documents;

2.    Provide alternatives and recommendations to the City Council;

3.    Participate in the public involvement process to ensure public comment and input regarding the transportation tax.

B.    The City Manager will assist in the coordination of adequate resources including but not limited to staff, meeting space, materials and other related logistics.

C.    To further assist the Commission in carrying out its duties, the Commission may request the assistance of technical experts and/or employees and agents of the City and other affected entities. (Ord. 2017-25, Enacted, 07/05/2017)

2-24-001-0006 MEETINGS; ATTENDANCE

A.    The Commission shall meet a minimum of once a month from the first month following the selection of Commission members to the expiration of the Commission’s tenure as described in Section 2-24-001-0004.

B.    The Flagstaff Citizens’ Transportation Tax Commission shall not conduct any business at a meeting unless a quorum is present. A quorum shall consist of a simple majority of the voting membership of the Commission.

C.    Official business shall be conducted pursuant to the Board and Commission Members’ Rules and Operations Manual adopted by Resolution No. 2016-33 of the City Council, as may be amended from time to time, and in accordance with meeting procedures, if any, adopted by the Commission insofar as they are not in conflict with the Board and Commission Members’ Rules and Operations Manual. In the event of any such conflict, the provisions of the Board and Commission Members’ Rules and Operations Manual shall prevail. (Ord. 2017-25, Enacted, 07/05/2017)
