A. A person shall be permitted to vote if the person resides within the corporate limits of the City of Phoenix and the person’s name appears in the City of Phoenix Register of Voters.

B. A person shall be permitted to vote if the person resides within the corporate limits of the City of Phoenix, the person’s name appears on the City of Phoenix Inactive Voter List, and the person affirms before the roster judge at a voting center that the person continues to reside at the address indicated on the inactive voter list.
