The applicable provisions of the Official Election Procedures Manual that the Arizona Secretary of State is required by law to prescribe shall apply in all City of Phoenix Elections, except where such provisions conflict with the Phoenix City Charter, the Phoenix City Code, or the election instructions and procedures manuals prescribed by the City Clerk.
