2.115.010 Establishment.

The council may create such boards, committees or commissions, standing or special, as it deems necessary upon a three-fourths vote of the entire council, except as otherwise provided in this code or as required by statute. [Ord. 2006-06 § 11; Ord. 1995-10; prior code § 2-6-1. Formerly 2.30.010.]

2.115.020 Standing boards, committees and commissions.

A. Each council member shall nominate one person to serve on standing boards, committees, and commissions, and the council shall, by majority vote, approve or disapprove the nominee. If the nominee is not approved by a majority of the council, the council member who nominated that person shall nominate another person for council vote. Standing board, committee, and commission members shall serve at the pleasure of the council, and may be removed at any time by a majority vote of the council.

B. Members of standing boards, committees, and commissions shall be appointed in even-numbered years to staggered four-year terms. On June 30th in an even-numbered year, three members’ terms will expire, and on June 20th of the next even-numbered year, the other four members’ terms will expire. In June of each even-numbered year, the town council shall appoint members to fill the seats to be vacated at the end of June of that year.

C. Vacancies which occur on any standing boards, committees, and commissions shall be filled by the town council as provided in subsection A of this section. The motion to fill the vacancy will be made by the same council member, or his or her successor, who nominated the member to the seat which is now vacant. The member filling such vacancy will complete the unexpired term of the vacating member unless sooner removed as provided in subsection A of this section.

D. The members of standing boards, committees, and commissions shall serve without compensation; however, members may be reimbursed for actual expenses incurred in conjunction with their duties upon authorization or ratification by the board, committee, and commission and approval of such expenditures by the town council. 2.115.030 Special committees.

Special committees may be created to address specific tasks assigned to them by the council. Their term of existence shall be for less than one year, and their membership shall include a number appropriate to the task involved. [Ord. 2006-06 § 11; Ord. 1995-10; prior code § 2-6-3.
