10.15.010 Method of parking.

A. Except as otherwise provided by resolution of the council, every vehicle stopped or parked upon a roadway where there are adjacent curbs shall be so stopped or parked with the right hand wheels of such vehicle parallel to and within 18 inches of the right hand curb.

B. It is a civil violation for anyone to leave any type of vehicle unattended without first having secured such vehicle to prevent it from rolling or moving, so as to constitute a hazard. [Prior code § 12-3-1.]

10.15.020 Blocking traffic.

A. It is a civil traffic violation for any person to stop, stand or park any motor vehicle, or other vehicle, upon a street in the town in such a manner or under such conditions as to leave available less than 20 feet of the width of the roadway for the free movement of the vehicular traffic, except that a person may stop temporarily, in the actual loading or unloading of passengers, or when necessary, in the observance of traffic signs or signals of a law enforcement officer.

B. It is a civil traffic violation for any person to park a motor vehicle, or other vehicle, within an alley or entrance to a private driveway except for the loading or unloading of materials, and not then unless such loading or unloading of materials can be accomplished without blocking the alley to the free movement of vehicular traffic. 10.15.030 Parking adjacent to schools.

When signs are erected indicating no parking on that side of the street adjacent to any school property, no person shall park a vehicle in any such designated place for one hour before school opens until one hour after school closes on any school day. [Prior code § 12-3-3.]

10.15.040 Authority to erect signs restricting parking.

The town manager may cause to be placed signs requiring parking at an angle to the curb, notifying drivers that parking is prohibited or restricting parking in any way that may be necessary. When such signs have been erected as authorized by this section, it is a civil traffic violation for any person to stop or stand a vehicle in disobedience to such parking restrictions. 10.15.050 Parking vehicles on sidewalks.

It is unlawful for any person to park any vehicle, whether in usable condition or not, or for an owner to permit his or her vehicle to be parked upon any sidewalk in the town. [Prior code § 12-3-5.]

10.15.060 Handicapped parking.

No person shall park in a parking place that is properly marked for handicapped parking only unless they meet the requirements of ARS 28-884. This section shall be enforceable on any public or private property within the town limits. [Prior code § 12-3-6.]

10.15.070 Stopping, standing or parking in specified fire lanes.

No person shall stop, stand or park a vehicle, except when necessary to avoid conflict with other traffic or in compliance with law or the directions of a town law enforcement agent or traffic control device, either on public or private property, in any of the following places:

A. Within 15 feet of a fire hydrant.

B. In any area designated as a fire lane. [Prior code § 12-3-7.]

10.15.080 Parking vehicle for sale – Goods for sale.

A. It is unlawful to park within the right-of-way for the purpose of:

1. Displaying such vehicle for sale.

2. Display advertising.

3. Displaying goods for sale.

B. It is unlawful to park a vehicle for the purpose of its sale, advertising or display of goods for sale on town-owned public lands without authority granted by the town council.

C. The display of any signs or other markings indicating that a vehicle is for sale shall be prima facie evidence that the vehicle has been parked for the purpose of sale.

D. Whenever a vehicle is parked in violation of this section, the person or persons in whose names such vehicle is registered and the person who parked the vehicle where the violation occurred are jointly and severally prima facie responsible for such violation. [Prior code § 12-3-8.]
