2.32.010 Office of Director and Assistant Director

The office of director of civil defense, and the office of assistant director of civil defense, are created. The director and the assistant director shall both be appointed and serve at the will of the council. (Prior code § 7-1)

2.32.020 Duties of Director

The duties of the director of civil defense shall include the following:

A.    The recommendation for adoption by the council of a civil defense plan;

B.    The maintenance of necessary liaison between the council and the civil defense organization and with other civil defense organizations;

C.    The control and direction of the training of the civil defense organization;

D.    Such other duties as prescribed by law or by regulation adopted by the council. (Prior code § 7-2)

2.32.030 Organization–Composition, Distribution of Functions and Duties

The civil defense organization of the city shall consist of the officers and employees of the city designated by regulations as well as all volunteer defense workers. The functions and duties of the organization shall be distributed between such divisions and services as shall be prescribed by regulation of the council. (Prior code § 7-3)

2.32.040 Organization–Interference With or Impersonating a Member

It is unlawful for any person to wilfully obstruct, hinder or delay any member of the civil defense organization in carrying out his duties under this chapter. It shall also be unlawful for any person to wear, carry or display any emblem, insignia or other means of identification as a member of the civil defense organization of the city unless so authorized by the proper officials.
