8.08.010 Health Regulations–Enforcing Officer

The city inspector shall see that all ordinances and regulations in respect to the public health are enforced. (Prior code § 12-1)

8.08.020 Promulgating and Issuing Orders–Authority

The city inspector may promulgate regulations relating to the public health and may issue orders respecting the sanitary condition of the city, which shall, when approved by the council, have all the force and effect of ordinances. Any wilful violation of any such order or regulation so approved shall be deemed a misdemeanor. (Prior code § 12-3)

8.08.030 Inspection of Schools and Public Institutions

The city inspector shall inspect every public institution and public or private school in the city at least annually and examine the buildings as to lighting, heating, ventilation and sanitary conditions. (Ord. § 734 (part), 1997: prior code § 12-3)

8.08.040 Quarantine

The city inspector may cause to be quarantined any habitation or building in the city wherein there is any person sick with any infectious or contagious disease. (Prior code § 12-4)

8.08.050 Sanitation Department–Ownership and Operation of Waste Collection and Sewerage Systems

The sanitation department shall own and operate the municipal waste collection system and the sewerage system. (Prior code § 12-5)

8.08.060 Sanitation Department–Adequate Revenues Required

The rates, charges and fees for services rendered by the sanitation department shall at all times be such that the gross revenues derived by the department shall be sufficient to pay all costs of operation and maintenance as well as adequately providing for depreciation, obsolescence and renewal of equipment, lease rentals, disposal site, land purchases, and budgeted payments to the sewer bond redemption fund of the city. 8.08.070 Sanitation Department–Acceptance of Services Mandatory

No person, business or establishment within the city shall be permitted to refuse to accept the services of the sanitation department, and the failure of any person, business or establishment to receive such service shall not exempt him or it from the payment of charges for such services, except when no service is provided for the entire area in which the residence of the person or the business or establishment is located. (Prior code § 12-7)

8.08.080 Superintendent of Sanitation–Office Created–Appointment

There is created the office of superintendent of sanitation who shall be appointed by the council. (Prior code § 12-8)

8.08.090 Superintendent of Sanitation–Specific Duties

The duties of the superintendent of sanitation, under the direction and control of the council, are as follows:

A.    Supervises installation of sewer lines and maintenance of sewage disposal system;

B.    Receives requests from contractors and private citizens regarding installation of sewers and connection to city system;

C.    Determines, from address of property, the location of nearest sewer line, size of line, and the feasibility of permitting connection;

D.    Authorizes and issues sewer connection permits when conditions warrant it and inspects installation upon completion to insure conformance with city regulations;

E.    Prepares estimates of construction costs when extension of sewer lines are required to meet local area needs;

F.    Works with contractors on such projects to insure that installations conform to contract specifications;

G.    Supervises the operation and maintenance of two pumping stations that are part of the city sewage disposal system;

H.    Directs refuse and garbage collection service;

I.    Lays out and assigns garbage collection routes, inspects routes at periodic intervals to assure that all individuals are receiving satisfactory service; and

J.    Investigates complaints concerning service, corrects faults and revises collection routes to meet expanding needs of city. (Prior code § 12-9)

8.08.100 Superintendent of Sanitation–Establishing Rules and Regulations

The superintendent of sanitation shall have the power to establish reasonable rules and regulations consistent with this code for its effective operation, and after approval and adoption by the council, such rules and regulations shall have the same force and effect as law. (Prior code § 12-10)

8.08.110 Superintendent of Sanitation–Other Duties As Prescribed

The superintendent of sanitation shall also perform such other duties as may be required of him by other ordinances of the city or by the orders of the council. (Prior code § 12-11)
