15.04.010 Fire Zones–Inner (No. 1)
The inner, or No. 1, fire zone of the city shall be that portion of the territory of the city which is enclosed within the following boundaries:
Beginning at the intersection of the southerly right-of-way line of Fourth Street and the easterly right-of-way line of Woodrow Avenue; thence southerly along the easterly right-of-way line of Woodrow Avenue extended to the intersection of the southwesterly right-of-way line of Second Street; thence along the southwesterly right-of-way line of Second Street to the south boundary line of the alley between Second and First Streets; thence southerly on the one-sixteenth line of Section 24, Township 19 North, Range 15 East, G&SRB&M, to the intersection of the main line tracks of the Atchison, Topeka and Santa Fe Railroad; thence easterly along said main line tracks to the intersection of the midsection line of Section 30, Township 19 North, Range 16 East, G&SRB&M; thence northerly on the midsection line to the south property line of Railroad Street; thence easterly to the intersection of the easterly side of the road known as County Road, or Old Trails National Highway; thence northeasterly to the intersection of the southerly right-of-way line of Fourth Street; thence westerly along the south right-of-way line of Fourth Street to the intersection of the easterly line of Woodrow Avenue, which is a point on the midsection line of Section 24, Township 19 North, Range 15 East, G&SRB&M, said point being the point of beginning.

15.04.020 Fire Zones–Outer (No. 2)
The outer or No. 2, fire zone of the city is that portion of the city not included within the boundaries of the inner fire zone. (Prior code § 5-2)
15.04.030 Moving of Buildings
No wood frame buildings shall be moved from without the inner fire zone to a point within the inner fire zone.
No buildings of any type shall be moved until a permit has been obtained from the city inspector. The fee for a permit for moving buildings as referred to in this section shall be ten dollars ($10.00) regardless of the value or size of the building.
Persons moving buildings shall be responsible for any damage done in connection with any such moving. Any person desiring to move a building shall post a one thousand dollar ($1,000.00) surety bond with the city clerk. (Ord. 734 (part), 1997: prior code § 5-3)
15.04.040 International Codes Adopted
The 2006 International Building Code, 2006 International Residential Code, 2006 International Mechanical Code, 2006 International Plumbing Code, 2006 International Fuel/Gas Code, 2006 International Existing Building Code, and the 2005 National Electrical Code are adopted by the City of Winslow, State of Arizona, for regulating and governing the subject matter set out therein, and all subsequent revisions, additions, insertions, deletions or amendments by the International Code Council of such codes are also hereby adopted.
The following International Building Codes are amended as indicated hereafter:
A. 2006 International Residential Code is amended as follows:
1. Section R202, Definitions, is amended to include the following definition:
Sleeping Room. Means a room or space intended or useable for sleeping purposes, having an escape window, a smoke detector, having a level of privacy such as a door meeting all code requirements for habitable space and generally located in a dwelling unit as a point of destination. Sleeping rooms also includes similar rooms such as offices, sewing rooms, studies, libraries, exercise rooms and dens that have the potential of the same character and function as a bedroom.
2. Section R309.1 is amended to add the following sentence at the end of the last sentence of the last paragraph:
. . . Which shall have self closing hinges, which allow the door to latch into its frame.
3. Section R309.2 is amended to add the following paragraph after the initial paragraph:
Notwithstanding the preceeding paragraph, (1/2) inch gypsum board shall not be used in attached garages, storage areas or fire rated garages. All attached garages shall have 5/8 inch type X drywall and the materials rated for one (1) hour fire resistive construction on the garage side of the common wall, all other walls, and ceiling. Note: 5/8 inch drywall on the common wall taken to the sheathing is not acceptable. Attic access through a fire restrictive ceiling between a garage and single family dwelling shall be made of 3/4 inch plywood and 5/8 inch type x drywall glued and screwed together and supported by 5/8 inch type X drywall edge.
4. Section R311.2.2 is amended by replacing the printed dimension of "1/2 inch" with "5/8 inch type X".
5. Section R313.2 is amended by adding 313.2.1 to read as follows:
In each sleeping room and similar room smoke detectors shall be required.
6. Section G2415.9 is amended to read as follows:
Black iron schedule 40 coated pipe is approved for underground burial with twelve (12) inches minimum cover.
Approved non-metallic plastic pipe is approved with eighteen (18) inches minimum cover.
7. Section G2451.9.1 is deleted.
B. The 2006 International Building Code is amended as follows:
1. Section 202, Definitions, is amended by adding the following definition:

C. The 2005 National Electrical Code shall be amended as follows:
1. Article 110.7.1 A is amended by adding thereto a second paragraph which reads as follows:
All equipment rated at 1,000 amps or more, (120/240, 120/208 or 277/480), single or three phase power shall be tested for insulation breakdown, mechanical integrity and workmanship prior to being energized. Such tests shall be performed by a testing facility approved by the building official. A certified Hipot test shall be performed and a certificate issued to the city of Winslow building department. Such test shall be held for a period of one minute.
2. Article 110.5 is amended to add article 110.5.1 to read as follows:
Use of aluminum wire is approved for service entrance conductors and/or panel feeders only, and shall not be used for any other purpose.
3. Article 310.14 is amended to add after the paragraph the following:
But, see Article 110.5.1.
4. Article 334.12 is amended by adding 334.12C to read as follows:
The cable assemblies regulated in Article 334 shall not be permitted in any commercial, industrial, professional, or educational building or any other occupancy deemed inappropriate for use of these types by the building official.
5. Article 358.12 is amended by adding (7) to read as follows:
FOR UNDERGROUND RACEWAYS.
6. Article 110.28 shall be added to read as follows:
In all multi-tenant occupancy, residential multi-family or commercial buildings, the panel feeders shall not be routed through an adjacent occupancy or building. Below grade raceways may be either PVC or metal. Above ground raceways shall be metal. An underground PVC feeder may extend up to panel height if within its own occupancy.
D. The 2006 International Fuel/Gas Code shall be amended as follows:
1. Section 404.9 is amended to read:
a) Minimum burial depth for black iron schedule 40 coated pipe shall be 12 inches and for approved plastic pipe shall be 18 inches.

15.04.042 Amendment
Any section of the codes as adopted which refers to the name of the jurisdiction are amended to provide that the jurisdiction is the City of Winslow, State of Arizona. Any provision in the codes referring to the date which the code shall be in effect shall be December 1, 2006. (Ord. 1004 § 2, 2006)
15.04.044 Repealer–Exception
All ordinances or parts of ordinances referring to the previously adopted uniform codes are hereby repealed in their entirety except for the Uniform Code for the Abatement of Dangerous Buildings and subsequent additions, insertions, deletions, or changes thereto which shall remain in full force and effect. 15.04.050 Enforcing Officer–Powers As a Police Officer
The city inspector is authorized and directed to enforce all of the provisions of the building code. For this purpose he shall have the powers of a police officer. (Prior code § 5-5)
