OPERATION AND MAINTENANCE OF PUBLIC SEWERS

13.30.010 Public sewers.

The city shall operate and maintain public sewers in accordance with this code. The public sewers shall be those facilities shown on the sanitary sewer system map dated April, 1981. Public sewers are those facilities that service the general public and are generally limited to the main sanitary sewer collection lines, treatment facilities and disposal facilities operated and maintained by the city. Sewer service laterals that connect private sewers to the public sewer shall be the responsibility of the private property owner. Private sewers begin at the connection line on the public sewer main in the public street or sewer easement. Maintenance of private sewers in the public right-of-way shall be the responsibility of the private property owner. (Ord. 289 (part), 1987)

13.30.020 Offer of private sewer to public system.

Sanitary sewers constructed in accordance with city standards may be accepted by resolution or ordinance of the city council. All offers of sanitary sewers to the city shall include easements sufficient for access and maintenance purposes. Easement shall be conveyed concurrent with or prior to acceptance of sanitary sewers. Easement conveyances shall be in substantial accordance with Section 16.24.080 of this code. Applicant shall petition the city council on the forms prescribed and shall, as a condition of approval, provide sewer easements over the existing sewer line and over any proposed alternate location proposed by the city engineer. Applicant shall place sewer cleanouts at locations designated by the city engineer to facilitate maintenance. Applicants shall be required to provide access easements above and beyond the sewer easements to insure vehicular access to the work area. City council shall conditionally approve or deny all applications for sewer line acceptance. (Ord. 289 (part), 1987)

13.30.030 Private sewer maintenance.

Whenever it becomes necessary for private parties to conduct sewer maintenance or repair work in the public rights-of-way or easements, an encroachment permit in accordance with Article II, Chapter 12.12, Section 12.12.060 of this code shall be procured and complied with. (Ord. 289 (part), 1987)
