17.66.010 Purpose and intent.

The purpose of the street improvement requirements is to implement improvement as a street is developed. The primary physical needs for street improvements are:

A.    To control drainage;

B.    To provide a safe method of transport for vehicular and pedestrian traffic along the street right-of-way;

C.    To provide safe ingress and egress to the property;

D.    To maintain an attractive city. (Ord. 270 (part), 1984)

17.66.020 Compliance.

Sidewalks, curbs and gutters shall be provided along all road frontage in accordance with the provision of this chapter. (Ord. 270 (part), 1984)

17.66.030 Required when--Standards.

Sidewalks, curbs and gutters shall be installed along road frontage for all new construction and for any enlargement of an existing building fronting on state highways within the city as a condition of any site plan, use permit, building permit or tentative or final map. All sidewalks, curbs and gutters shall be constructed in accordance with city standards at lines and grades approved by the city engineer. If there are some existing sidewalks, curbs and gutters, credit shall be given accordingly by the planning commission. (Ord. 270 (part), 1984)

17.66.050 Variance.

Notwithstanding the provisions of Chapter 17.75, only the city council may grant a variance that authorizes a specific exception to any regulation under this chapter. The council may grant such a variance if all of the requirements set forth in Section 17.75.020 are satisfied. (Ord. 270 (part), 1984)
