In any investigation or hearing conducted by the Personnel Board pursuant to personnel rules adopted by resolution of the City Council, the Personnel Board shall have the power to subpoena witnesses, take testimony under oath and require the production of records by subpoena issued in the name of the City and attested by the City Clerk. Any person who shall be served with such a subpoena to appear and testify or to produce books or paper issued in the course of any investigation or hearing who shall disobey or neglect to obey any such subpoena shall be guilty of a misdemeanor.
