Whenever, in the judgment of the City Council or the City Manager, it becomes necessary to abolish any position of employment, in the interest of efficiency or economy or because the necessity for the position involved no longer exists, the employee holding such position or employment may be laid off or demoted under the provisions of the layoff policy without disciplinary action. Lay off and re-employment actions and the right to appeal shall be in accordance with the procedures established in the personnel rules or in the governing memorandum agreement where applicable.
