2.18.010 Established – Purpose.

There is established a Community Development Department which shall have the responsibility of administering redevelopment projects, promoting a high level of maintenance and utility of the existing community by means of conservation and rehabilitation programs, and encouraging the revitalization of underdeveloped areas of the community. (Ord. 1613 § 1, 1975; prior code § 35.801).

2.18.020 Director – Duties and responsibilities.

The Community Development Department shall be under the supervision of a Director of Community Development, who shall also function as the Director of Redevelopment Operations, and have the following duties and responsibilities:

A. Replan areas designated by Redevelopment Agency/City Council;

B. Negotiate owner participation agreements;

C. Recommend acquisition/resale;

D. Relocation of site occupants involved in Redevelopment Agency/City Council projects;

E. Recommend clearance/demolition of structures and site preparation;

F. Recommend improvement of public right-of-way and utilities;

G. Develop restoration/conservation programs;

H. Develop and negotiate disposition agreements for development by the private investor;

I. Recommend financing activities through the sale of tax allocation bonds, the use of tax increments, short-term loans, and funds from other governmental entities;

J. Conduct surveys, as authorized by the Redevelopment Agency/City Council, that are directed toward identifying areas that are in need of redevelopment;

K. Apply for fiscal assistance from federal and state sources to supplement existing local efforts;

L. Implementation of the housing and community development block grant program;

M. Evaluation of efficiency and effectiveness of programs undertaken. (Ord. 1613 § 1, 1975; prior code § 35.802).

2.18.030 Director – Scope of authority.

It is not intended by this chapter to grant any authority to, responsibility for, or impose any duty upon, the director of community development which is vested in or imposed by general law provisions of the city Charter or valid city ordinance, in any other city commission, board, department, division, service, officer or employee. (Ord. 1613 § 1, 1975; prior code § 35.803).

2.18.040 Director – Position to be unclassified – Charter authority.

The position of director of community development shall be, in accordance with the provisions of Section 500 of the Charter, an unclassified position and subject to the provisions of Section 500 of the Charter. (Ord. 1613 § 1, 1975; prior code § 35.804).
