2.06.010 Purpose of chapter.

This chapter has the following purposes: codifying city of Cloverdale city council subcommittee system as an essential element of the city’s MBO system; defining the role of the city council subcommittees and their interaction with the full city council and city staff; and specifying certain requirements of city council subcommittees. 2.06.020 City council subcommittee system established.

A city of Cloverdale city council subcommittee system is hereby established as an essential element of the city’s MBO system for setting management objectives for city government, adopting a city budget for fulfilling the management objectives, and ensuring accountability of city government to the citizens of Cloverdale. The city council subcommittee (“subcommittee”) system will be maintained in accordance with this chapter. The subcommittees and their membership, meeting times, and subject matter jurisdiction will be established and may be amended by city council resolution. However, nothing in this chapter prohibits the city council from establishing ad hoc city council committees not a part of the subcommittee system established pursuant to this chapter as the city council may deem necessary, desirable, and useful for the conduct of the city’s business. Further, nothing in this chapter prohibits the city from participating in joint committees from other agencies or jurisdictions. Unless the city council otherwise directs, such ad hoc and joint committees shall not be subject to the requirements of this chapter. (Ord. 666-2008 § 2 (part), 2008)

2.06.030 City council subcommittee role.

In support of the city’s management systems, the subcommittees’ core mission is to assist the city council in carrying out its oversight and improvement responsibilities to meet the changing needs of the community. Council members, city staff and consultants, and members of the community work cooperatively to achieve that mission.

A. The subcommittees will develop program and policy recommendations for full city council consideration at meetings of the city council. The subcommittees will not make final and binding decisions on behalf of the city, nor will they commit the city’s financial resources.

B. The subcommittees will permit, encourage, and solicit public input from city residents, business owners, employees and others to participate in the city policy-making process at the planning stage of program and policy development.

C. The subcommittees will review, monitor and regularly report to the full city council on the condition of work programs and department budgets during the course of the fiscal year.

D. The subcommittees will review and coordinate program and department activities with other government agencies and community groups.

E. The subcommittees will not supervise city staff. Subcommittee members may work collaboratively with staff upon the pre-approval of the city manager to accomplish specific tasks. (Ord. 666-2008 § 2 (part), 2008)

2.06.040 City council subcommittee requirements.

The following requirements apply to subcommittees:

A. Each subcommittee shall consist of two city council members, with one member designated as the subcommittee chair, and the city manager. City council members shall serve a one-year term on the subcommittee, or until their successor is appointed. Subcommittee assignments and appointments will be made by the majority of the city council, which typically takes place during the first regularly scheduled city council meeting in January each year.

B. Each subcommittee shall be supported by the department head or other staff member that is designated by the city manager as the staff liaison. The staff liaison will attend meetings of the subcommittee.

C. Subcommittees are considered standing committees for purposes of the Ralph M. Brown Act (California Government Code Section 54950 et seq.). Subcommittees and their meetings will comply with all requirements for standing committees under the Brown Act, as amended from time to time.

D. Subcommittee membership, staff liaison(s), regular meeting times and places, and subject matter jurisdiction will be specified via city council resolution.

E. Any and all subcommittee recommendations to the city council shall comply with the city of Cloverdale purchasing and budgeting ordinances and policies, and applicable law.

F. Minutes shall be kept of each subcommittee meeting by the staff liaison, or as otherwise designated by the city manager. Subcommittee minutes will be maintained in accordance with all applicable requirements of the Ralph M. Brown Act and the California Public Records Act (California Government Code Section 6250 et seq.). (Ord. 666-2008 § 2 (part), 2008)

2.06.050 Subcommittee system review.

Periodically, the city council will evaluate the subcommittee system for effectiveness, including but not limited to the number and types of subcommittees, and their membership makeup. (Ord. 666-2008 § 2 (part), 2008)
