2.32.010 Establishment—Membership.

The park and recreation commission is established, consisting of seven members. The city council shall appoint the commissioners. (Ord. 392-84 § l, 1984)

2.32.020 Community representation.

It is the policy of the council that the commission represent a cross-section of the community, including but not limited to young adults, parents of preschool and elementary school children, senior citizens, and organized athletic groups. One of the commission’s members shall be a member of the student body of the local high school. (Ord. 432-89 § 1, 1989: Ord. 392-84 § 2, 1984)

2.32.030 Qualifications—Term of office.

Members of the commission shall be residents of the city of Cloverdale or its immediate environs. The term of each member of the commission, except for the high school student, shall be for three years or until a successor is appointed. The high school student member’s term shall be until a successor is appointed. Should a whole new commission be appointed, two members would be appointed to serve a term of one year, two members thereof for a term of two years, and two of the members for a term of three years. All vacancies shall be filled for the unexpired terms of the members whose offices become vacant. (Ord. 432-89 § 2, 1989: Ord. 392-84 § 3, 1984)

2.32.040 Officers.

On the third Thursday in January each year, the commission shall elect a chairman, chairman pro tem and appoint a secretary and secretary pro tem. The term of such offices shall be one year. The chairman pro tem and the secretary pro tem shall serve in the absence of the chairman and secretary. (Ord. 392-84 § 4, 1984)

2.32.050 Compensation.

All members of the commission shall serve without compensation. (Ord. 392-84 § 6, 1984)

2.32.060 Meetings.

A. The commission shall meet at a minimum of one Wednesday evening each month in the city council chambers of City Hall; except, in case of necessity or emergency, the chairman or three commissioners may designate an alternate meeting place or time within the corporate limits of the city with legal notice thereof to be given at least twenty-four hours prior to the time of such meeting. Notice of all meetings, except regular meetings, shall be served on each commissioner and to each person who has requested notice in writing of such meetings, at least twenty-four hours prior to the time specified for the proposed meeting, and such notices shall comply with Government Code Section 54950, et seq., also referred to as the Ralph M. Brown Act or Secret Meeting Law.

B. If the day designated as a regular, adjourned regular, special or study meeting falls upon a legal holiday, the commission shall meet upon the next succeeding day which is not a holiday, unless otherwise ordered by the commission. (Ord. 432-89 § 3,1989: Ord. 392-84 § 5, 1984)

2.32.070 City clerk’s duties.

A. The city clerk shall establish and maintain a record of the names, addresses, telephone numbers, dates of appointment and dates of termination of each commissioner, and the names of the chairman, chairman pro tem, and the dates of their election and termination of service in those offices.

B. The clerk shall give the council written notice of the expiration of a commissioner’s term sixty days prior thereto. (Ord. 392-84 § 8, 1984)

2.32.080 Commission powers and duties.

The duties of the recreation commission shall be as follows:

A. To recommend to the city council the establishment and development of park facilities, adequate system of parks, and recreation services and facilities, including necessary operation, equipment, management and maintenance therefor,

B. To recommend the acquisition of such real and personal property as may be necessary or advisable for recreation facilities;

C. To make recommendations to the city council regarding any matters pending before the council related to parks, recreation and facilities necessary therefor,

D. To appoint advisory committees to assist the recreation commission in performing its duties; a member of the commission shall be designated as chairman of such committees upon approval of the recreation commission. The committees shall be assigned functions which are not inconsistent with the provisions of this chapter, and shall report to the commission at the times and in the manner which the commission may require;

E. To prepare and submit a report of the recreation commission activities not later than the first Monday in May of each year, together with recommendations as to funds necessary for the work of the commission during the forthcoming fiscal year. (Ord. 392-84 § 9, 1984)

2.32.090 Failure to attend—Vacancy filling.

Failure by any commission member to attend two consecutive regular meetings of the commission shall be cause for the removal of such person as a member thereof by the city council. Whenever a member has failed to attend two consecutive regular meetings, the secretary of the commission shall file with the city council a written notice thereof, and upon receipt of the notice the city council may declare such office vacant, and must declare the same vacant unless a satisfactory reason is furnished justifying the failure of such member to attend such meetings. 2.32.100 No planning commission functions.

The duties of the commission shall not be construed to mean that the commission or any of its members or committees are to perform any of the duties of the planning commission of the city. (Ord. 392-84 § 10, 1984)
