Article I. Sewer User and Connection Fees

13.20.010 Sewer user revenue program established.

A sewer user revenue program is placed into effect and the rates shall be calculated by the “flow only” method as specified in the State Water Resources Control Board Revenue Program Guidelines for Wastewater Agencies. (Ord. 419-88 § 1(A), 1988)

13.20.020 Criteria for calculating fees.

Sewer user fees shall be set and calculated from the following criteria:

A. Residential. A fixed charge of eleven dollars and fifty-five cents for all residential units. The fee calculated shall be fixed for that year excluding any increases that might be implemented by the city council in consideration of the California Price Index (CPI) at the time of budget adoption.

B. Business, Commercial, Industrial. The user fee shall be based on prior year usage of water and charged at the rate of one dollar and fifteen cents per month per one hundred cubic feet. A minimum charge equal to the charge set for a residential unit will be assessed against all commercial, business and industrial users.

C. Schools. The user fee shall be based on the average daily attendance (ADA) method. A rate of sixty-nine dollars per one hundred ADA.

D. Undefined User Category. The user fee shall be based on flow, effluent characteristics and demand to the system. (Ord. 419-88 § 1(B), 1988)

13.20.030 Base rates.

The sewer user base rate shall be the same for all users inside the city limits and for users outside of the city limits excepting that an administrative surcharge of not more than ten percent of the assessed charges for a comparable user within the city limits may be placed upon users of the system of those premises which are outside the city limits. 13.20.050 Annual increases to user fees.

A. The published California Price Index (Bay area) shall be presented to the city council for review at the annual fiscal budget in July of each year, and any percentage increase as determined by the city council and adopted by the adopting ordinance of the annual city budget shall be incorporated by reference into the ordinance codified in this article.

B. Any increase in user fees shall be adjusted in the user billing at the first full billing period following the adoption of the city’s annual fiscal budget. (Ord. 419-88 § 4, 1988)
