2.04.010 Office of City Manager created.

A. The Office of City Manager is hereby created and established.

B. The City Manager shall be the administrative head of the municipal government under the direction and control of the City Council, except as otherwise provided in this chapter.

C. The City Manager shall be responsible for the efficient administration of all of the affairs of the City under the City Manager’s control.

D. The City Council and its members shall deal with the administrative services of the City only through the City Manager, except for purposes of inquiry. Neither the City Council nor a member of the City Council shall give orders to the subordinates of the City Manager.

E. The City Council shall give directions and instructions to the City Manager only during a City Council meeting. Unless authorized by the City Council, no individual Councilmember shall give any order or instruction to the City Manager. (Ord. 1798)

2.04.020 Appointment.

A. The City Manager shall be appointed by the City Council wholly on the basis of the City Manager’s executive and administrative qualifications and ability.

B. Residence in the City at the time of appointment of a City Manager shall not be required as a condition of the appointment, but within 180 days thereafter the City Manager must become a resident of the City, or the City Council shall declare the Office of City Manager to be vacant.

C. No person elected as a Councilmember of the City shall, subsequent to such election, be eligible for appointment as City Manager until one year has elapsed after such Councilmember shall have ceased to be a member of the Council.

D. The City Manager shall appoint, subject to the approval of the City Council, one of the other City officers or department directors to serve as temporary City Manager during any temporary absence or disability of the City Manager. If required, failing such an appointment, the City Council may designate a temporary City Manager.

2.04.030 Full-time position.

The City Manager shall expend full time on the performance of the duties enumerated herein.

2.04.040 Compensation.

The City Manager shall receive such compensation and expense allowances as the City Council shall, from time to time, determine and fix by resolution. Such compensation and expenses shall be a proper charge against such funds of the City as the City Council shall designate.

2.04.050 Reimbursement of expenses.

A. The City Manager shall be reimbursed for all sums necessarily and reasonably incurred or paid by the City Manager in the performance of the City Manager’s duties or incurred when traveling on business pertaining to the City under direction of the City Council.

B. Reimbursement shall only be made when the City Manager has presented to the City Council for approval a verified and itemized claim setting forth the sum for which reimbursement is sought and the justification for reimbursement.

2.04.060 Bond.

A. The City Manager shall furnish a corporate surety bond to be approved by the City Council in such sum as may be determined by the City Council and shall be conditioned upon the faithful performance of the duties imposed upon the City Manager. A person appointed as temporary City Manager shall also be required to post a bond in accordance with this section.

B. Any premium for such bond shall be a proper charge against the City of Coronado.

C. The bond requirement in subsection A of this section and any other official bond required by law may be fulfilled by a master official bond which shall provide coverage on more than one officer, employee, or agent of the City, or, alternatively, with a government crime insurance policy or employee dishonesty insurance policy, including faithful performance, with a coverage limit approved by the City Council. 2.04.070 Duties, responsibilities and authority.

The duties, responsibilities and authority of the City Manager shall include, without limitation:

A. To enforce all laws and ordinances of the City;

B. To enforce and ensure the faithful observation of all franchises, contracts, permits and privileges granted by the City Council;

C. To control, order and give directions to all department directors and to subordinate officers and employees of the City under the City Manager’s jurisdiction through their department directors;

D. To appoint, remove, promote and demote all persons in City executive positions serving at the pleasure of the City Manager;

E. To attend all meetings of the City Council, unless excused therefrom, except for a matter where the City Manager’s removal is being considered;

F. To attend any and all meetings of City commissions, boards and committees upon the City Manager’s own volition or upon the direction of the City Council, and to cooperate to the fullest extent with members of all City commissions, boards and committees;

G. To recommend to the City Council the adoption of such measures and ordinances as the City Manager deems necessary;

H. To keep the City Council fully advised at all times as to the financial conditions and needs of the City;

I. To control the purchase of all supplies for all departments or divisions of the City and to submit for City Council approval only those expenditures that are contained in a report whose approval is recommended by the City Manager;

J. To prepare and submit a proposed annual budget and a proposed salary plan to the City Council for approval;

K. To investigate into the affairs of the City and any department or division thereof, and into the proper performance of any contract, franchise or other obligation pertaining to the City;

L. To investigate all complaints in relation to matters concerning the administration of the City to include services maintained by public utilities in the City;

M. To supervise the use of all public buildings, public parks, and all other public property which are under the control and jurisdiction of the City;

N. To recommend to the City Council such reorganization of officers, positions, departments or units under the City Manager’s direction as may be indicated in the interest of efficient, effective and economical conduct of the City’s business;

O. To perform such other duties and to exercise such other powers and authority as may be delegated to the City Manager, from time to time, by action of the City Council;

P. To provide executive staff support to the Community Development Agency of the City of Coronado. (Ord. 1896)

2.04.080 Repealed.

Repealed by Ord. 1842.
