2.08.010 Executive positions.

The following executive positions are established, each of which shall have the duties, responsibilities and authority necessary for the performance of the position, to include, without limitation, the authority to appoint and promote, and for cause, remove or demote any employee who works for such executive:

A. Assistant City Manager;

B. Director of Administrative Services;

C. Director of Engineering and Project Development;

D. Director of Fire Services;

E. Director of Community Development, Redevelopment and Housing Services;

F. Director of Police Services;

G. Director of Public Services;

H. Director of Recreational Services;

I. Director of Golf Course Operations;

J. City Clerk;

K. Executive Assistant to the City Manager; and

2.08.020 Appointment/removal of executives.

The City Manager is authorized to appoint, remove, promote and demote all executives.

2.08.030 Compensation of executives.

Executives shall receive salaries, compensation and benefits fixed and determined by resolution of the City Council.

2.08.040 Duty to cooperate.

It shall be the duty of all executives to cooperate with and assist the City Manager in administering the affairs of the City in an efficient, economic, and harmonious manner, so far as may be consistent with their duties as prescribed by law.

2.08.050 Service at pleasure.

A. Every executive serves at the pleasure of the City Manager and such employment status may be terminated by the City Manager without a specification of cause, in accordance with this section.

B. The City Manager may deliver to an executive a written notice dated as of the date of delivery to the executive that the executive’s services shall no longer be required as of a specified date of termination, which shall be no sooner than 90 days from the date of delivery of the notice.

C. Upon the date of termination, the executive shall be entitled to a lump sum final payment equal to three months’ basic pay, in addition to any other entitlements owed by the City to the executive.

D. If the executive determines that the termination under this section has been accomplished in a manner that is likely to adversely stigmatize the executive in obtaining other employment, the executive shall deliver to the City Manager a written request setting forth the manner in which the executive has been stigmatized and the actions requested of the City Manager to remove the apparent stigmatization.

E. In order to support a claim of stigmatization, the executive must identify public statements or actions taken by the City that have resulted in what the executive has concluded to be a stigmatizing action. The fact of a personal delivery of the notice of termination, and the consequent termination of employment, do not constitute stigmatization.

F. If the City Manager does not take the actions requested by the executive to remove the apparent stigmatization, then the executive may apply to the City Council for an opportunity to present exculpatory information.

2.08.060 Assistant City Manager.

A. The Assistant City Manager shall be responsible for performing the functions specified in this code, in addition to such other and further duties or functions as the City Manager may, from time to time, prescribe.

B. The Assistant City Manager shall be qualified through education, training, and experience to be proficient in the field of public administration and in providing assistance to the City Manager. (Ord. 1977 § 2, 2006)

2.08.070 Director of Administrative Services.

A. The Director of Administrative Services shall be responsible for performing the functions specified in this code, in addition to such other and further duties or functions as the City Manager may, from time to time, prescribe. The Director of Administrative Services shall provide executive staff support to the Community Development Agency of the City of Coronado.

B. The Director of Administrative Services shall be qualified through education, training, and experience to be proficient in the field of public administration, finance and personnel.

C. The Director of Administrative Services is specifically charged with the following duties:

1. Performing the duties of the chief accounting officer for the City, and the duties of City Treasurer.

2. The financial and accounting duties imposed upon the City Clerk by the laws of the State of California are hereby transferred to the Director of Administrative Services.

D. The Director of Administrative Services shall furnish a corporate bond for the faithful performance of the duties imposed on the Director of Administrative Services. (Ord. 1896)

2.08.080 Director of Engineering and Project Development.

A. The Director of Engineering and Project Development shall responsible for performing the functions specified in this code, in addition to such other and further duties or functions the City Manager may, from time to time, prescribe.

B. The Director of Engineering and Project Development shall be qualified through education, training, and experience to manage public sector engineering, planning and design services and the construction of public facilities.

C. The Director of Engineering and Project Development is specifically charged with managing the City department that provides the services of a civil engineer or land surveyor, as defined by the California Professional Engineers Act, who shall perform the functions required by State law and this code. 2.08.090 Director of Fire Services.

A. The Director of Fire Services shall be the Chief of the Fire Department and shall be responsible for performing the functions specified by State law and this code, in addition to such other and further duties or functions as the City Manager may, from time to time, prescribe.

B. The Director of Fire Services shall be qualified through education, training, and experience to be proficient in the field of public fire safety services.

2.08.100 Director of Community Development.

A. The Director of Community Development shall be responsible for performing the functions specified by State law and this code, in addition to such other and further duties or functions as the City Manager may, from time to time, prescribe.

B. The Director of Community Development shall be qualified through education, training, and experience to be proficient in the field of municipal land use planning, regulation and community development.

2.08.110 Director of Police Services.

A. The Director of Police Services shall be the Chief of Police and shall be responsible for performing the functions specified by State law and this code, in addition to such other and further duties or functions as the City Manager may, from time to time, prescribe.

B. The Director of Police Services shall be qualified through education, training, and experience to be proficient in the field of public law enforcement services.

2.08.120 Director of Public Services.

A. The Director of Public Services shall be responsible for performing the functions specified in this code, in addition to such other and further duties or functions as the City Manager may, from time to time, prescribe.

B. The Director of Public Services shall be qualified through education, training, and experience to be proficient in the field of public works operations.

2.08.130 Director of Recreation Services.

A. The Director of Recreation Services shall be responsible for performing the functions specified in this code, in addition to such other and further duties or functions as the City Manager may, from time to time, prescribe.

B. The Director of Recreation Services shall be qualified through education, training, and experience to be proficient in the field of recreational services and activities.

2.08.140 Director of Golf Course Operations.

A. The Director of Golf Course Operations shall be responsible for performing the functions specified in this code, in addition to such other and further duties or functions as the City Manager may, from time to time, prescribe.

B. The Director of Golf Course Operations shall be qualified through education, training, and experience to be proficient in the field of golf course operations.

2.08.150 City Clerk.

A. The City Clerk shall be responsible for performing the functions imposed by the statutes of the State of California (Gov. Code Section 40801) and this code, in addition to such other and further duties or functions as the City Manager may, from time to time, prescribe. The City Clerk shall provide staff support to the Community Development Agency of the City of Coronado.

B. The City Clerk shall be qualified through education, training, and experience to be proficient in the field of City Clerk duties as prescribed by law. (June 1992 Ballot Measure) (Ord. 1896)

2.08.160 Executive Assistant to City Manager.

A. The Executive Assistant to the City Manager shall be qualified through education, training, and experience to be proficient in providing administrative support to the City Manager.

B. The Executive Assistant to the City Manager shall perform those tasks as the City Manager may, from time to time, prescribe. (Ord. 1851; Ord. 1798)

2.08.170 Director of Community Development, Redevelopment and Housing Services.

A. The Director of Community Development, Redevelopment and Housing Services shall be responsible for performing the functions specified by State law and this code, in addition to such other and further duties or functions as the City Manager may, from time to time, prescribe. The Director of Community Development, Redevelopment and Housing Services shall provide executive staff support to the Community Development Agency of the City of Coronado.

B. The Director of Community Development, Redevelopment and Housing Services shall be qualified through education, training, and experience to be proficient in the field of municipal land use planning, regulation and community development as well as redevelopment, public housing and housing assistance. 2.08.180 Director of Library Services.

A. The Director of Library Services shall be responsible for performing the functions specified by State law and this code for a city librarian, in addition to such other and further duties, powers or functions as the City Manager may, from time to time, prescribe. The Director of Library Services shall provide executive staff support to the Library Board of Trustees.

B. The Director of Library Services shall be qualified through education, training, and experience to be proficient in the field of municipal library management and services. (Ord. 2089 § 4, 2019)
