2.46.010 Design Review Commission established.

There is hereby established a Design Review Commission. (Ord. 1794)

2.46.020 Membership.

A. The Design Review Commission shall consist of five members appointed by the City Council.

B. The members of the Design Review Commission shall be appointed for staggered three-year terms.

C. Three members of the Commission are preferred to be professionals in some field of design, including but not limited to architecture, landscaping, interior design, or graphic design. One member is preferred to be a businessperson owning, operating, or managing property in the City of a commercial or industrial nature. The qualifications of the remaining member of the commission shall be established by the City Council at its discretion. (Ord. 2022-04R § 2, 2022; Ord. 2035 § 1, 2013; Ord. 1913)

2.46.030 Meetings.

A. The regular meetings of the Design Review Commission shall be held in the City Council Chambers of City Hall at least twice a month on a day and at an hour specified by resolution of the Design Review Commission.

B. Three members of the Design Review Commission shall constitute a quorum for the transaction of business.

C. The affirmative vote of three members of the Design Review Commission shall be necessary for it to take action.

2.46.040 Duties.

A. The Design Review Commission duties include considering and making determinations on all applications submitted pursuant to the design review process as established in this code.

B. At the request of the Planning Commission, the Design Review Commission may review proposed specific plans used to implement the City’s General Plan, from the standpoint of the environmental design review process, and may prepare and recommend to the Planning Commission a “design element” to be included in the General Plan.

C. The City Council may, from time to time, assign other duties and responsibilities to the Design Review Commission as the City Council sees fit.

2.46.050 Staff support.

The Director of Community Development or the Director’s designee shall serve as the Secretary to the Design Review Commission, and shall provide the staff services necessary to ensure the effective functioning of the Design Review Commission.
