A. The Coronado Transportation Commission shall consist of seven members appointed by the City Council.
B. The members of the Coronado Transportation Commission shall be appointed for staggered, three-year terms.
C. Members of the Coronado Transportation Commission shall be qualified resident electors of the City. Unless otherwise approved by the City Council, the membership of the Coronado Transportation Commission shall be representative of the community as follows:
1. Three members should be from the area of the City known as the “Village,” which shall include that portion of the City north of the intersection of Pomona Avenue and Orange Avenue.
2. One member should be a resident of the Coronado Shores development.
3. One member should be a resident of the Coronado Cays.
4. Two members are to be selected at large.
D. To the extent practicable, members should possess backgrounds in one or more of the following areas:
1. Interest in and knowledge of transportation and traffic issues.
2. Expertise in traffic engineering, transportation planning, public transportation, city planning, or a related field.
3. Knowledge and experience in bicycle, pedestrian, or alternative modes of transportation.
4. Ownership or operation of a business in the City of Coronado. (Ord. 2021 § 1, 2011)
A. The regular meetings of the Coronado Transportation Commission shall be held not less frequently than once each calendar year, and otherwise as determined by the Coronado Transportation Commission. The Transportation Commission shall meet in the Coronado City Council Chambers.
B. The Coronado Transportation Commission shall annually elect a Chairperson and Vice-chairperson from among its members.
C. Four members of the Coronado Transportation Commission constitute a quorum for the transaction of business.
D. The affirmative vote of four members of the Coronado Transportation Commission shall be necessary for it to take action. (Ord. 2021 § 1, 2011)
The duties of the Coronado Transportation Commission are as follows:
A. The members of the Coronado Transportation Commission will work with City staff and interested citizens to explore potential short-term and long-term methods to reduce the impact of traffic congestion on residents.
B. The Commission will work together with City staff to brainstorm new ideas and to evaluate whether or not proposed solutions are viable and cost-effective and will from time to time forward its suggestions to the City Council for its review and potential implementation.
C. To investigate effective methods to calm and slow traffic.
D. To promote convenient and cost-effective mass transportation for residents, visitors, and commuters.
E. To continue to seek ways to decrease traffic volume through a variety of techniques.
F. To investigate effective methods to maximize the efficiency and safety of the current circulation system for all participants including cyclists, pedestrians, and public transportation.
G. To investigate effective methods to integrate cyclists, pedestrians, and public transportation into a comprehensive circulation plan.
H. To identify programs that improve the commuter experience without detracting from Coronado’s quality of life.
I. To identify quantifiable measures to assess effectiveness of new programs.
J. To conduct such hearings and to do such other things as necessary to address traffic congestion in the City of Coronado.
K. To perform such duties and responsibilities as may be assigned by the City Council from time to time. (Ord. 2021 § 1, 2011)
