20.49.010 Purpose.

A. It is unlawful for any person to conduct or carry on the business of technician without holding a valid business operations permit: massage technician, together with any other licenses and permits required by this code.

B. The provisions of this chapter do not apply to any person listed in CMC 20.48.010(B). (Ord. 1555)

20.49.020 Issuing authority.

The Director of Police Services is authorized to issue operations permit: massage technician.

20.49.030 Definitions.

The definitions listed in CMC 20.48.030 are applicable to this chapter.

20.49.040 Investigation fee.

The investigation fee shall be set from time to time upon the recommendation of the City Manager approved by resolution of the City Council.

20.49.050 Permit fee.

The permit fee shall be set from time to time upon the recommendation of the City Manager approved by resolution of the City Council.

20.49.060 Regulations.

A. The applicant must possess a diploma or certificate of graduation from a recognized school indicating a skill in massage.

B. It shall be unlawful for any massage technician to massage the genital area of any patron or the breasts of any female patron.

C. When on duty or at the massage establishment or at the location where a massage is being given, massage technicians and all other employees of the permittee shall be fully clothed from knee to neck in nontransparent clothing at all times and shall not expose their genitals, pubic area, buttocks, or in the case of female technicians, their breasts.

D. Massage technicians shall perform massage services only at the location or locations specified in the permit.
