41.04.010 Average sound level.

A sound level typical of the sound levels at a certain place during a given period of time, averaged by the general rule of combination for sound levels, said general rule being set forth in the American National Standard Specifications for the sound level meters S1.4-1971. Average sound level is also called equivalent continuous sound level.

41.04.020 Construction equipment.

Any site preparation, assembly, erection, substantial repair, alteration, or similar action, for or of public or private rights-of-way, structures, utilities or similar property.

41.04.030 Decibel (dB).

A unit measure of sound (noise) level.

41.04.040 Disturbing, excessive, or offensive noise.

Any sound or noise conflicting with the criteria or limits set forth in this title.

41.04.050 Emergency work.

Any work performed for the purpose of preventing or alleviating the physical trauma or property damage threatened or caused by an emergency.

41.04.060 Motor vehicles.

Any and all self-propelled vehicles as defined in the California Vehicle Code, specifically including but not limited to “mini-bikes” and “go-carts.”

41.04.070 Noise control officer (NCO).

The Director of Community Development of the City of Coronado or his designated representative.

41.04.080 Noise level.

The same as “sound level.”

41.04.090 Noise sensitive zone.

Any area designated pursuant to CMC 41.06.040 for the purpose of ensuring exceptional quiet.

41.04.100 Person.

Any individual, association, partnership, or corporation, any officer, employee, department, agency or instrumentality of a State or any political subdivision of the State.

41.04.110 Powered model vehicle.

Any self-propelled, airborne, waterborne vessel or vehicle, which is not designated to carry persons, including but limited to any model airplane, boat, car, or rocket.

41.04.120 Public right-of-way.

Any street, avenue, boulevard, highway, sidewalk, alley, waterway, or similar place which is owned or controlled by a government entity.

41.04.130 Sound amplifying equipment.

Any device for the electronic amplification of the human voice, music, or any other sound, excluding standard automobile radios when used and heard only by occupants of the vehicle in which the radio is installed, and as used in this chapter, warning devices on authorized emergency vehicles or horns or other warning devices on any vehicle used only for public safety purposes.

41.04.140 Sound level.

Sound level in decibels is that quantity measured with a sound level meter as defined herein, by use of the “A” frequency weighting and “fast” time averaging unless some other time averaging is specified.

41.04.150 Sound level meter.

An instrument for the measurement of sound, including a microphone, and amplifier, and attenuator networks at least for the standardized frequency weighting “A,” and an indicating instrument having at least the standardized dynamic characteristic “fast,” as specified in American National Standard Specifications for Sound Level Meters S1.4-1971.

41.04.160 Sound truck.

Any motor vehicle, or any other vehicle, regardless of the motive power, whether in motion or stationary, having mounted thereon, or attached thereto, any sound amplifying equipment.

41.04.170 Supplementary definitions of technical terms.

Definitions of technical terms not defined herein shall be obtained from American National Standard Acoustical Terminology S1.1-1960 (R-1976).
