60.12.010 Purpose.

The purpose of this chapter is to impose a fee on newly connecting users to the sanitary sewer system to reimburse the City for the reasonable costs associated with building the existing system and building and purchasing capacity in the San Diego METRO System. These funds will be used for capital improvements and/or replacements to the system. The amount of the fee to the newly connecting user shall be reasonably related to the total value of the system divided by number of users. (Ord. 2026 § 6, 2011)

60.12.020 Definition.

“Equivalent dwelling units (EDU)” as used in this chapter are defined as units of measure that standardize all land use types (housing, retail, office, etc.) to the level of demand created by one single-family housing unit. (Ord. 2026 § 6, 2011)

60.12.030 Fee for sewer connection.

A. Unless specifically otherwise indicated or prohibited by ordinance of the City Council or by applicable law, any person, firm or corporation adding new equivalent dwelling units or expanding existing equivalent dwelling units to the sanitary sewer system of the City of Coronado shall pay a wastewater capacity fee, which shall be set by resolution of the City Council and shall be amended from time to time by resolution of the City Council. Said resolution shall be on file in the office of the City Clerk.

B. The fees set forth pursuant to Ordinance No. 1825 (1994) shall remain in effect until such time as new fees become effective pursuant to a resolution adopted by the City Council.

C. If the wastewater capacity fees on a particular project exceed $10,000, then the City may agree, at its sole discretion, to receive the payment of such fee on terms acceptable to the City to include interest on the balance. In all other cases, the connection charge must be paid prior to the issuance of the building permit.

D. Where further development is being made to a lot already connected to the sewer system, a capacity fee will not be charged if such development utilizes the existing connection except that a capacity fee will be charged for each equivalent dwelling unit or portion thereof added to the connection.
