7.20.010 Billing.

Billing and collection charges shall be included on the regular city utility bill to customers who also have city utility service. When the disposal customer does not have city water service, a separate bill for disposal service shall be mailed monthly in advance to the customer who owns or controls the premises serviced. 7.20.020 Time payable and delinquencies.

A.    All charges for disposal collection service included on utility bills shall be due and payable at the same time as other utility charges. If a bill for disposal collection service is not paid within the time provided, the city may discontinue water service to the premises.

B.    All collection service bills, if not a part of the city utility bills, shall become delinquent fifteen days after presentation. If a bill for disposal collection service is not paid within such time the city may lien said property for nonpayment of the bill. Once the bill is paid, a cash deposit shall be required for payment of future bills. (Ord. 91-2 (part), 1991: Ord. 486 § 12, 1971)

7.20.030 Setting of fees.

Fees to be collected by the city for the collection and removal of refuse and rubble shall be set by resolution of the city council. (Ord. 91-2 (part), 1991: Ord. 486 § 14, 1971)

7.20.040 Low-income senior rate discount.

There is established a garbage rate discount for senior citizens and residents of the city. This discount will apply to qualified low-income seniors ages sixty-five or older meeting low-income guidelines established in the Tulare County Regional Housing Needs Assessment Plan and as that plan is subsequently amended. The discount will be five percent of the current garbage charges. This section shall remain in effect, unless, by ordinance, the city council repeals or amends this section. (Ord. 2009-04 § 1, 2009)
