REGULATIONS THAT APPLY IN COMBINING ZONES

17.04.001 Combining zone regulations – Generally.

The regulations set forth in this title for each of the combining zones shall modify the regulations for the principal zones with which they are combined, in accordance with Chapter 17.07 FMC. All uses and regulations of the principal zone shall apply in the combined zone, except insofar as they are modified or augmented by the uses and regulations set forth in the combining zone regulations. 17.04.010 Special building site combining zone (B).

A. Purpose. The purpose of this section is to allow less-restrictive yard requirements in areas with parcels generally smaller than 10,000 square feet in size zoned R-1-10, RE-20, and RE-43 and to prevent or reduce further subdivisions in areas with drainage, flooding, sewage disposal, access, or water supply problems.

B. Applicability. The city council may modify the following development standards by adding a special building site combining zoning to any principal residential zone:

1. Minimum lot size;

2. Minimum yard setbacks.

C. Official Zoning Map Designation. When combined with a principal zone, the special building site combining zone shall be designated on the adopted official zoning map by the designator -B. The -B designator shall immediately follow the principal zone designator. The development standards that are modified shall also be represented on the adopted zoning map. The following designator shall represent the development standard that is being modified:

1. (S) or (A), minimum lot size; “s” represents square feet and “a” represents acres;

2. (F), minimum front yard setback;

3. (S), minimum side yard setback;

4. (R), minimum rear yard setback. (Ord. 2011-692 § 2 (Exh. A)).

17.04.030 Design review combining zone (D).

A. Purpose. The design review combining zone (or D-zone) is intended to be combined with any principal zone in which the appearance and design of buildings and the landscaping of yards is desired to protect the overall appearance of the zone by regulating the design of development.

B. Design Review Procedures. Design review shall be completed in accordance with Chapter 17.07 FMC. (Ord. 2011-692 § 2 (Exh. A)).

17.04.060 Emergency shelter combining zone (ES).

A. Purpose. The emergency shelter combining zone is intended to be combined with any principal zone where it is determined that emergency shelters shall be principally permitted, subject to the standards of FMC 17.06.045 and any other standards of the underlying zoning district. 17.04.090 Qualified combining zone (Q).

A. Purpose. The qualified combining zone (or Q-zone) is intended to be combined with any principal zone in situations where sound and orderly planning support adding or deleting principal permitted or conditional uses to implement the Fortuna general plan. The qualified uses shall be specified in the ordinance applying in the Q-zone. (Ord. 2011-692 § 2 (Exh. A)).

17.04.110 Mobile home combining zone (T).

A. Purpose. The mobile home combining zone (or T-zone) is intended to be combined with any residential estate or residential zone in which the location of mobile home architecture is or may become compatible with development.

B. Principal Permitted Uses. The following are principal permitted uses in the T-zone:

1. All principal permitted uses for the principal zones, unless a qualified or Q-zone is also combined;

2. Mobile homes.

C. Other Regulations.

1. There shall be a two-acre minimum zone size.
