2.48.010 Police personnel at special events.
In any instance in which a special event or occurrence within this city, such as, but not limited to, the premiere of a motion picture, the opening of a new store or a new building, a bazaar, a wedding, a sports or athletic event, a carnival, circus or any other gathering which may attract a large number of people or which for any reason may be or become a hazard to the public peace, health, safety or general welfare, unless attended or supervised by the police chief or personnel of the police department or in any instance where a person, firm or organization desires special police services over and above the normal services provided by the department, such services may be provided at the expense of the person or persons in charge of such event and according to the provisions of this chapter. 2.48.020 Determination of need of extra personnel.
The police chief shall determine the number of personnel needed to provide adequate supervision of any special event and shall notify the person in charge thereof of the necessity of having police officers at such special event, the required number, and the hours to be covered. The decision of the police chief may be appealed to the manager and to the city council at the request of the person in charge of the event. (Ord. 244 § 2, 1981: Ord. 122 § 1 (part), 1975)
2.48.030 Request for extra personnel.
Anyone desiring to employ personnel to provide supervision at a special event shall notify the police chief in writing of the number desired and the hours to be covered. The chief may approve such request if adequate personnel are available. (Ord. 244 § 3, 1981: Ord. 122 § 1 (part), 1975)
2.48.040 Assignment of the special events.
The chief may assign such off-duty personnel as he deems fit to any special event pursuant hereto. Such personnel shall at all times be subject to the orders and commands of the chief and other senior personnel of the department; however, the hours worked shall not be deemed to contribute to the minimum hours per work week required of such personnel. 2.48.050 Compensation for personnel.
The person in charge of a special event requiring or requesting extra personnel shall sign an agreement to pay the city an amount sufficient to cover the cost of wages plus such sum or sums as may be determined by the administrative services director (ASD) to cover Worker’s Compensation, fringe benefits and administrative costs. The administrative services director may require such deposit or prepayment as deemed necessary to insure the payment of the total costs when due. 2.48.060 Payment of personnel.
The amount of money earned by any member of the police department when assigned to a special event shall be added to the employee’s next paycheck. (Ord. 244 § 6, 1981: Ord. 122 § 1 (part), 1975)
2.48.070 Billing.
The administrative services director shall bill the person agreeing to employ such personnel as specified in this chapter. If such person fails to pay for the services when billed, the debt shall be that of the city and shall be collected as provided by law. (Ord. 244 § 7, 1981: Ord. 122 § 1 (part), 1975)
2.48.080 Termination upon application of Fair Labor Act to police.
This chapter shall have no force and effect at such time as the Fair Labor Standards Act is determined to be applicable to police. (Ord. 244 § 8, 1981: Ord. 122 § 1 (part), 1975)
