10.08.010 Traffic division—Established.

There is established in the police department of this city a traffic division to be under the control of an officer of police appointed by and directly responsible to the chief of police. (Ord. 79 § 1 (part), 1973: prior code § 9-200)

10.08.020 Traffic division—Duties.

It shall be the duty of the traffic division, with such aid as may be rendered by other members of the police department, to enforce the street traffic regulations of this city and all of the state vehicle laws applicable to street traffic in this city, to make arrests for traffic violations, to investigate traffic accidents, and to cooperate with the city traffic engineer and other officers of the city in the administration of the traffic laws and in developing ways and means to improve traffic conditions, and to carry out those duties specially imposed upon the division by this title and the traffic ordinances of this city. 10.08.030 Traffic division—Accident studies.

Whenever the accidents at any particular location become numerous, the traffic division shall cooperate with the city traffic engineer in conducting studies of such accidents and determining remedial measures. (Ord. 79 § 1 (part), 1973: prior code § 9-202)

10.08.040 Traffic division—Accident reports.

The traffic division shall maintain a suitable system of filing traffic accident reports. Accident reports or cards referring to them shall be filed alphabetically by location. Such reports shall be available for the use and information of the city traffic engineer. (Ord. 79 § 1 (part), 1973: prior code § 9-203)

10.08.050 Traffic division—Annual traffic safety report.

The traffic division shall annually prepare a traffic report which shall be filed with the city council. Such a report shall contain information on traffic matters in this city, as follows:

A.    The number of traffic accidents, the number of persons killed, the number of persons injured, and other pertinent traffic accident data;

B.    The number of traffic accidents investigated and other pertinent data on the safety activities of the police;

C.    The plans and recommendations of the division for future traffic safety activities. (Ord. 79 § 1 (part), 1973: prior code § 9-204)

10.08.060 Traffic engineer—Office established—Functions.

The office of city traffic engineer is established. The city engineer shall serve as city traffic engineer in addition to his other functions, and shall exercise the powers and duties with respect to traffic as provided in this title. The city traffic engineer shall be a licensed professional engineer. Whenever the city traffic engineer is required or authorized to place or maintain official traffic-control devices or signals, he may cause such devices or signals to be placed or maintained. 10.08.070 Traffic engineer—Duties— Delegation.

It shall be the general duty of the city traffic engineer to determine the installation and proper timing and maintenance of traffic-control devices and signals, to conduct engineering analyses of traffic accidents and to devise remedial measures, to conduct engineering and traffic investigations of traffic conditions and to cooperate with other city officials in the development of ways and means to improve traffic conditions, and to carry out the additional powers and duties imposed by ordinances of this city. Whenever, by the provisions of this title, a power is granted to the city traffic engineer or a duty imposed upon him, the power may be exercised or the duty performed by his deputy or a person authorized in writing by him. 10.08.080 FCC traffic review committee— Establishment—Membership.

A.    There is established a technical review committee on traffic, to serve without compensation, consisting of the director of public works or designated representative, the chief of police or designated representative, the fire chief or designated representative, a member of the planning commission, the city engineer or designated representative, the community development director or designated representative, and a resident of the city appointed by a majority vote of the council for a term of three years. Removal of the resident member shall be upon a two-thirds vote of the council. The resident member of the committee shall be eligible for reappointment to one successive three-year term. Short terms and appointments to fill vacancies shall not be considered as three-year terms for the purpose of this section. No resident member may serve for more than two three-year terms in succession. This provision does not prohibit holding the office for more than two terms. For the purpose of determining the number of terms of office, only those terms of office occurring after the effective date of the ordinance codified in this section shall be counted.

B.    The traffic review committee shall only make advisory recommendations to the city council. The chair may appoint ex officio members to the committee who shall take part in all activities of the committee but not be voting members.

10.08.090 FCC traffic review committee— Duties.

A.    It shall be the duty of the traffic review committee to receive and review appeals or requests from citizens or staff regarding traffic matters and to make recommendations to the city council.

B.    The committee shall meet at the call of the chairman, at such time and place as may be appropriate, in order to receive and hear as much information as possible pertaining to the matters to be discussed. Notices of meetings and the agenda for each shall be given to local newspapers, and shall be posted on the bulletin board at the place of the meeting. 10.08.100 Police department.

Under the authority of the chief of police, all officers of the police department may enforce the provisions of the Vehicle Code and this title within the city. (Ord. 236 § 1, 1981)
