6.08.010 Dog licenses.

A.    Licenses and Tag Required: Every person owning or having charge, care or control over any dog shall, after his dog attains the age of four (4) months, annually secure from the city clerk a license and tag for such dog. The tag shall be attached to a collar or harness upon such dog and during the term of the license shall remain so attached.

B.    Vaccination: Every person owning or having charge, care or control over any dog shall ensure that said dog is properly vaccinated. Dogs shall be considered properly vaccinated for the purposes of this chapter when: (1) given the canine antirabies vaccine of a type approved by the State Department of Health at four (4) months of age or older by a licensed veterinarian (the "primary vaccination"); (2) revaccinated one year (twelve (12) months) after the dog’s primary vaccination (the "secondary vaccination"); (3) or thereafter revaccinated at least once every two (2) years (twenty-four (24) months) after the dog’s secondary vaccination, or as otherwise recommended by a veterinarian, but in no event later than three (3) years (thirty-six (36) months) after the secondary vaccination. A veterinarian vaccinating the dog shall issue the owner or person in possession of said animal a rabies vaccination certificate that shall include all of the following information:

1.    The owner’s name, address and telephone number;

2.    The animal’s breed, color, age and sex and whether the animal has been spayed or neutered;

3.    The date of immunization; and

4.    The manufacturer and type of rabies vaccination administered and serial number.

Notwithstanding the above, in the event that a person owning or having charge, care or control over any dog provides to the city a notice, letter or other document provided and signed by a licensed veterinarian, which contains the signing veterinarian’s name, business name and doctor of veterinary medicine (DVM) credentials, stating that vaccinating said dog with an antirabies vaccine would cause specific, serious, negative health consequences to the dog, the city manager may, upon review and evaluation of the circumstances and documentation presented, waive the requirement for rabies vaccination and authorize the licensing of said dog. In the event such license is issued, the dog owner(s) shall sign an agreement to indemnify, defend and hold harmless the city from any liability which may accrue by reason of issuance of a license for a non-rabies-vaccinated dog pursuant to this section.

C.    Confinement of Dogs under Four (4) Months: All dogs under four (4) months of age shall be confined to the premises of, or kept under physical restraint by, the person owning, having charge, care or control of such dog; provided, however, that this subsection shall not be construed to prevent the sale or transportation of a puppy four (4) months old or younger. 6.08.020 License year--Application--Attachment of tag.

Each application for a license shall be submitted to the chief animal control officer, shall state the age, sex, color and breed of the dog for which the license is desired and the name and address of the owner, and shall include the appropriate fee and proof of current and valid vaccination.

A.    Every person owning or having charge or control of any dog shall, after such dog attains the age of four (4) months, annually secure from the chief animal control officer or his/her designee a license and tag upon payment of such fees as the city council may establish by resolution.

B.    Every dog shall wear a license tag, bearing the number of the animal license, at all times, even if they have also been implanted with an animal identification microchip. The tag shall be affixed to a collar or harness upon such dog at all times while such dog is not on the premises of owner.

C.    The person to whom the license is to be issued may choose a license period ranging from twelve (12) to twenty-four (24) months; provided, that the license issued shall not exceed beyond the remaining period of validity for the current rabies vaccination.

D.    No person shall attach or fasten any license tag to an animal other than the animal for which it was issued or otherwise represent that the license tag is for the animal other than the animal for which it was issued.

E.    The chief animal control officer shall not issue a license to any person for any dog until such person has submitted either a certificate of vaccination issued by a licensed veterinarian showing that the dog has been vaccinated in accordance with section 6.08.010, or documentation, approved by the city manager, that the application of antirabies vaccination would cause specific, serious, negative health consequences to said dog. The city shall maintain a record for each license with the information provided pursuant to section 6.08.010 for each issued license number. (Ord. 531 Exh. A(part), 2018: Ord. 490 §1 (Exh. 6.08.030 Fee and tag.

The fees for licensing of dogs within the city of Greenfield (city) shall be those established by the city council. The license fee for spayed female animals and neutered male animals shall not exceed fifty percent (50%) of the license fee otherwise imposed. (Ord. 531 Exh. A(part), 2018: Ord. 490 §1 (Exh. 6.08.040 Lost or destroyed tags.

In the event any tag issued under the provisions of this chapter is lost, destroyed or mutilated, the owner of the dog for whom it was issued shall obtain a duplicate from the city. The fee amount for the duplication of any tag pursuant to this section shall be established, and otherwise amended, by city council resolution. (Ord. 531 Exh. 6.08.050 Exemptions from dog license requirements.

The provisions of this chapter requiring dog licenses shall not apply to:

A.    Any dog owned by or in the charge or care of a nonresident of the city traveling through the city or temporarily sojourning therein for a period not exceeding thirty (30) days, nor to any dog brought to the city exclusively for the purpose of entering the same in a dog show or dog exhibition, and entered for and kept at any dog show or dog exhibition, provided such dogs are not permitted to run at large.

B.    Any dog owned by a person moving into the city which dog has been currently licensed by the county or by any of the cities of the county, during such time the person was a resident of the city or the county and having attached to its collar or harness a tag evidencing the existing unexpired license for such dog issued by the city or by the county, provided such dog has been vaccinated with a canine antirabies vaccine of a type approved by the California Department of Public Health within the previous twenty-four (24) months.

C.    A dog in the care or custody of a licensed kennel, humane society shelter, animal control facility, or licensed veterinarian.

D.    Any dog in the care or custody of a police department or any law enforcement officer in the performance of police department work.

E.    The owner of a certified Seeing Eye dog or hearing dog, or any other certified dog that is trained to assist the handicapped or police dogs used in the course and scope of their employment by peace officers whether owned by a governmental agency or an individual peace officer, shall not be required to pay any fee for a license for such dog. Each such dog must still be licensed and vaccinated and shall be required to affix tags to collar or harness at all times. The license fee exception shall not apply to guard dogs and sentry dogs not used by peace officers in the course and scope of their employment. (Ord. 531 Exh. A(part), 2018: Ord. 490 §1 (Exh. 6.08.060 Exhibition of license.

No person shall fail or refuse to exhibit the registration of any dog required to be licensed by this chapter when required to do so by the community services officer or any peace officer.
