2.26.010 Establishment of parks and recreation commission.
There is created a commission consisting of five members to be known as the parks and recreation commission for the city. The city provides park and recreational facilities and programs for the residents of the city and residents of the San Mateo County midcoastside. The parks and recreation commission members shall be appointed by the city council. (Ord. 14-84 §1(part), 1984).
2.26.020 Membership--Terms.
A. The parks and recreation commission shall consist of five members, each of whom shall be a resident of the city in accordance with Section 2.26.050. The commissioners shall be appointed for a term of four years in accordance with Section 2.26.030. City council action to appoint a parks and recreation commissioner shall take effect immediately. The term of each parks and recreation commissioner shall be concurrent with the term of office of the council member that has nominated him or her to office, except in the event of a vacancy on the city council. In the event of a vacancy on the city council, the parks and recreation commissioner appointed by the city council member who vacated office shall continue until a new city council member officially takes office after being elected or appointed to the city council.
B. If a vacancy occurs on the parks and recreation commission in a manner other than expiration of the term, it shall be filled by appointment, pursuant to the procedures set forth in Section 2.26.030, for the unexpired portion of the term. (Ord. C-9-07 §4, 2007).
2.26.030 Appointment.
A. Each member of the city council shall, upon taking office, nominate an individual to serve as a parks and recreation commissioner. Nominations shall be made from a list of interested applicants maintained by the city clerk.
B. Appointment of a parks and recreation commissioner shall be placed on the agenda of the next regular city council meeting following the council meeting at which a member of the city council officially takes office. A person nominated for the parks and recreation commission shall be appointed to the commission upon receiving a majority of votes from the entire city council.
C. If a council member’s nomination is not approved, the nominating council member shall be entitled to two more nominations.
D. If after this process no nomination is approved, the floor will be open to additional nominations from all members of the council. An applicant so appointed shall be considered the designated parks and recreation commissioner of the original nominating council member even if that council member did not nominate the applicant.
E. The city council may, by majority vote, suspend these procedures to approve the nomination of an incumbent parks and recreation commissioner renominated by the responsible council member. (Ord. C-9-07 §5, 2007).
2.26.040 Members--Removal from office.
Although a member of the parks and recreation commission shall be appointed for a term, he or she may be removed from office as follows:
A. A parks and recreation commissioner can be removed, with or without cause, by a majority vote of all of the members of the city council.
B. The term of a parks and recreation commissioner shall end and the parks and recreation commissioner shall vacate his or her seat on the date that the term of office of the city council member who nominated him or her ends, except in the event of a vacancy on the city council. If a vacancy occurs on the parks and recreation commission in a manner other than expiration of the term, it shall be filled by appointment, pursuant to the procedures set forth in Section 2.26.030, for the unexpired portion of the term. If the council member responsible for the nomination of a parks and recreation commissioner vacates his or her city council position, the appointed parks and recreation commissioner shall vacate his or her seat on the parks and recreation commission on the date that a new city council member officially takes office after being elected or appointed to the city council. 2.26.050 Qualifications of members.
Except as otherwise indicated in this section, all members of the parks and recreation commission shall be residents of the city. Notwithstanding the general requirement that commission members be residents of the city, up to one member of the parks and recreation commission may be a resident of the unincorporated areas within the Cabrillo Unified School District. 2.26.060 Officers, bylaws and meetings.
A. The commission shall annually elect a chairman and vice chairman who shall serve at the pleasure of the commission. The parks and recreation director, appointed by the city manager, shall be the secretary of the commission and be responsible for keeping minutes and furnishing all necessary and reasonable assistance to the commission.
B. The commission shall adopt bylaws, rules and regulations for the proper conduct of public recreation for the city.
C. The commission shall establish a regular place of meeting and rules of conduct therefor, and shall hold at least one regular meeting each month. Special meetings of the commission may be called at any time by the chairman or by any three or more members of the commission upon twenty-four-hour personal notice being given to all members of the commission. If personal notice cannot be given, written notice must be mailed to such members at least five days prior to the meeting. Notice shall be posted at City Hall and at the Half Moon Bay Public Library at least twenty-four hours prior to a special meeting.

2.26.070 Absences from meetings.
If a member of the parks and recreation commission shall be absent from three meetings of the commission, without cause, in any fiscal year, the office of such member shall be deemed to be vacant and the term of such member ipso facto terminated, and the commission shall immediately inform the city council of such termination. 2.26.080 Absences for cause.
An absence due to illness or an unavoidable absence from the city, because of business or otherwise, and notice thereof to the parks and recreation commission on or before the day of any regular meeting of the commission shall be deemed an absence for cause. 2.26.090 Records.
The parks and recreation commission shall keep a record of all business, minutes, transactions, findings, determinations, correspondence and other matters coming before it, and shall render such reports to the city council as may be required. 2.26.100 Duties and responsibilities.
The parks and recreation commission shall have the following duties and responsibilities:
A. To coordinate all of the parks and recreation of the city;
B. To act in an advisory capacity to the city council in all matters pertaining to recreation and parks;
C. To encourage a sound program of park and playground acquisition, development and maintenance;
D. To foster the close coordination of school and playground development to avoid duplication of facilities;
E. To interpret community park and recreation programs to public officials and to the general citizenry in order to promote understanding and financial support from public and private sources;
F. To act in an advisory capacity to the city council in making plans for and conducting recreational activities;
G. To recommend to the city council the establishment of general policies with respect to the parks and recreation departments;
H. To consider recommendations and requests originating from any source;
I. To make periodic inspections of park and recreation facilities;
J. To assist the city council in the acquisition, development, beautification and maintenance of park and recreation facilities;
K. To advise the city council in coordinating the parks and recreation services with the programs of other organizations and government agencies;
L. To advise in the preparation of the annual budget and long-range parks and recreation capital improvement program for submission to the city council;
M. To advise the city council on the problems of the development of recreation areas, facilities, programs and improved recreation services;
N. To formulate policies on recreation services for approval by the city council including agreements with the governing board of the school district and city council for the best possible joint use of recreation and park facilities;
O. To consider and make recommendations to the city council on all requests for permanent facilities to be erected on park areas;
P. To recommend to the city council policies, rules and regulations relating to the conduct of recreation centers, recreation, and public and community recreation within the city, rates or fees to be charged for the use of recreational facilities or programs, and salary schedules for part-time recreation department personnel;
